Operational safety is an important aspect of aviation and it is necessary to further success and development of aviation. A modern approach to safety management is based on proactive and predictive control methods. Aviation stakeholders typically operate with both approaches, however they are not able to profit from the potential of their integration. The integration of safety studies with the operational safety data leads to the development of smart instrument for optimum management of operational deviation. The creation of a conceptual model of the integration is needed for implementing the instrument. The solution is based on current methods and procedures used by safety engineering, the STPA (System-Theoretic Process Analysis) in particular. The project take use of Unified Foundational Ontology as an unifying means of contemporary conceptual models. The aim is to provide a model of the subject area that will allow the use of results for the integration of data in the software background for the Safety Management System. The resulting solution will be validated in cooperation with Prague Airport. The conceptual model will form the basis for designing and implementing solutions in other areas where safety studies are used.
