The growing use of Information and Communication Technologies (ICT) is transforming transportation by enhancing data-driven solutions that improve efficiency, safety, and sustainability. Technologies like IoT and smart infrastructure generate valuable data for mobility services, but effective use depends on seamless data access. To support this, the EU’s Intelligent Transport Systems (ITS) Directive mandates National Access Points (NAPs) that aggregate mobility-related data across Member States. Despite harmonisation efforts, NAP disparities create challenges for multinational service providers. This study explores five approaches for developing EU-wide data platforms, from basic link repositories to advanced Open Data Spaces. Each approach undergoes qualitative and quantitative evaluations based on technical, organisational, and economic criteria. Results show no universally optimal solution; effectiveness depends on specific goals and contexts. The study offers a framework for selecting appropriate approaches, supports improved data reuse in ITS, and addresses key challenges in the European mobility data landscape.

Making traffic information accessible on a pan-European scale presents significant challenges for data publishers and consumers. Our research evaluated the real-world experience of unprivileged data consumers accessing such information across Europe. We examined 31 National Access Points (NAPs), 39 catalogue records, and 42 distributions from 22 publishers, grading them on an A-F scale with a focus on Safety Related Traffic Information (SRTI). Results showed that while 21 records received B grades, half of distributions lacked proper DATEX II XML schemas, and many protocols exhibited implementation flaws in content encoding, authentication, and data validation. Location referencing frequently lacked crucial data for map visualization. Our findings confirm that while pan-European traffic information exchange functions at a basic level, it faces substantial quality and accessibility barriers. Improvements require better publisher education and formal evaluation processes. Though focused on SRTI, our approach could enhance data consumer experience across all mobility services, including public transportation.

The NAPCORE project, aims to harmonize National Access Points (NAPs) across the EU by developing a new NAP Reference Architecture (NRA) using the FRAME methodology. This paper outlines the creation of the NRA, which includes motivational, functional, physical, organizational, and communication views to ensure interoperability and data exchange among NAPs. The NRA provides a blueprint for new NAP implementations and sets requirements for existing NAPs, promoting secure and private data exchange, trust, and interoperability. The paper also discusses the challenges faced during the development process and highlights the importance of common terminology and harmonized interfaces for improving NAP use and machine access across Europe.

Annotation:
The FRAME (FRamework Architecture Made for Europe) methodology enables consistent deployment of Intelligent Transportation Systems (ITS) services across various transport domains, cities and networks in Europe. This paper details the development and enhancement of a comprehensive National Access Point Reference Architecture (NRA) using the FRAME methodology. The reference architecture serves as a blueprint for new NAP implementations and identifies standards for existing NAPs, fostering secure and private data exchange, trust, and interoperability. The NRA, developed in the NAPCORE project, in the dedicated task led and contributed to by the authors of this paper, consist of motivational, functional, physical, organizational, and communication views created in the Enterprise Architect software. The NRA defines the architecture for two NAP types, significantly improves each view by addressing earlier limitations and by adding new features such as definition of interfaces and related standards, broader definition of agreements between actors. Additionally, the paper discusses the challenges encountered during the development process and underscores the significance of common terminology and harmonized interfaces in enhancing NAP utilization across Europe.

Předmětem technických podmínek je dopravní informační centrum (dále DIC) zřízené a provozované vlastníkem a/nebo správcem pozemních komunikací. Obsah TP 172 je členěn do několika na sebe navazujících kapitol postupujících v popisu „od obecného ke konkrétnímu“. DIC je nejprve zasazen do kontextu dopravního systému jako celku a je určen vztah ke klíčovým subjektům dopravního systému. Je definován rozsah DIC pro účely TP 172, včetně formulace vize rozvoje a návrhu organizační, funkční a informační architektury. Jádrem TP 172 je definice a strukturovaný popis katalogu dat a informací datového skladu DIC. Zásady a minimální požadavky na regionální DIC.

The LDACS is the upcoming digital communication system in aviation, that is able to perform navigation and even surveillance service. This system by the time of writing of this paper LDACS is under certification standardization process by ICAO and considered by several alternative position navigation and timing (APNT) and future communication infrastructure (FCI) proposals. This paper deals with the process of designing the LDACS testing platform in order to support future testing and performance evaluations under different conditions. The paper starts with a basic description of the processes that are going on in LDACS transmitter and receiver. It highlights the main concepts and technology solutions for signal generation as well as forward error correction (FEC) methods that are used in LDACS signal generation process. The platform, proposed in this paper is designed on basis of official LDACS MATLAB simulation, provided by DLR. For the HW solution, ADALM-Pluto software defined radio system is used. Resulting platform is featured with wide range of setting possibilities and fully correspond to the LDACS specification. The last part of this paper is dedicated to the testing scenarios for the proposed platform as well as to the discussion of the transmission results. They include basic transmission without any interference and with different SNR levels, 3 transmission scenarios for en-route, airport, and terminal interference and noise conditions. Last but not least, scenarios with one and multiple DMEs are included.

In this article we demonstrate a particular use of ontologies based on the European specifications of the DATEX II UML model with Safety Related Traffic Information (SRTI) version 3 scope. These specifications are designed and developed as an exchange of traffic data and mechanisms for sending information by a working group to establish and standardize the interface between traffic control and information centers. It is the standard reference for sending and receiving traffic information between applications developed by different countries in Europe. This specification of DATEX II XML/UML describes concepts and data structures related to traffic, but the description is only syntactic, not semantic. Therefore, the objective to be achieved in this part of the research has been to develop a semantic description of the contents based on the UML data model and to link the data of the new general ontology with other vocabularies or related ontologies already developed and available on the internet.

The fragmentation of data sources and data catalogues in the transportation domain is currently limiting the possibility of combining multi-source data for the definition of innovative data-driven mobility scenarios. In the European context, the implementation of National Access Points by Member States is promoting the publication of transportation data, but the adoption of not standardised, proprietary and not machine-readable metadata profiles currently prevents data sources to be easily found across National Access Points and to be interconnected this way. This paper describes the efforts towards the development of a napDCAT-AP specification for the harmonisation of metadata in transportation data catalogues. Starting from the analysis of the European recommendations for the interoperability of data catalogues, a roadmap for the design, implementation and publication of napDCAT-AP is described reporting guidelines and best practices. A consolidated list of requirements, collected from experts and transportation stakeholders, is discussed as the first step towards napDCAT-AP.

With the implementation of the ITS Directive (2010/40/EU) concerning the pan European travel and traffic information services the quality of the service and underlying data becomes an issue. There is a number of different approaches how to assess the quality of data and of a service, each with its particular benefits, however together the approaches are not implementable and alone do not cover all the specifics of the traffic information. The paper deals with an incremental implementation of traffic information service quality measures, focusing, in the first step, only on directly measureable technical and editorial aspects of the data and a service quality. These aspects are measured and tested on the real world example and the results, its impacts on quality improvement, are discussed.

The paper discusses different approaches of assessing quality of traffic data and related services. The quality is considered as all of the following, complying with formal data requirements like full documentation according to the specification, technical data requirements like complying to the specified data structure, content accuracy like how the description fit the real problem and finally the service quality like availability, timelines and other parameters. The article describes key features of published approaches to quality assessment i.e. Quantis project, TIH, ISO 21707, Qbench and QKZ and on one use case from Czechia shows the importance of quality assessment.

DATEX II has been developed to provide a standardized way of communication and exchange of traffic information and it plays an important role for implementing integrated Intelligent Transportation Systems (ITS) in Europe. This standard is suggested for providing information services for safe and secure truck parking places which is considered one of the priority in the ITS Action Plan. The novelty of this paper is focused on the design and implementation of DATEX II common profiles for truck parking systems taking into account different users’ needs and focusing on what is strictly required or what gives useful information about truck parking places. Likewise, the research includes a data information exchange platform based on DATEX II.

Annotation:
Within ROUTE4ALL project we created an extended data model of geographical information database suitable for navigation of people with special needs as well as of general population. Moreover, we provide a methodology for its interpretation and a guide for its implementation into navigation devices. The results of the project could be used by navigation device developers for creating a fully-fledged navigation for people with special needs. First, we describe the requirements for the extended data model, which rise from the research we conducted with people with special needs and from the survey of existing solutions. Second, we introduce a catalogue of geographic elements, their attributes and relationships. Finally, we discuss its benefits over the traditional approaches.
