The development of transport infrastructure is crucial in many economic and social aspects of a given territory (level of mobility, international competitiveness, living standards of the population, safety and reduction of negative environmental impacts). The development of transport infrastructure is carried out in the Czech Republic through the implementation of investment projects and is financed from national and supranational sources. The largest volume of financial resources for financing the development of transport infrastructure in the Czech Republic is represented by the Operational Programme Transport (OPT), which is always implemented in a seven-year programming period (currently OPT3, i.e. OPT 2021-2027). Although OPT is the most important for the Czech Republic in terms of the volume of financial resources, it is not sufficient in terms of the amount of available financial resources to implement all investment projects in a given financing period (programming period). For this reason, only some projects are selected for implementation. The current project selection system is based on the decision of a group of experts. However, this form of project portfolio selection has significant drawbacks, especially in terms of the quality of the task. The problem can be formulated as an optimization problem of selecting investment projects for financing. Another potential extension of the problem is the incorporation of the project financing schedule in each year of the programming period and the effective allocation of funds in each year of the programming period. Due to the computational complexity of the problem with a large number of variables and a large number of constraints, the The project aims at the application of genetic algorithms to the complex issue of portfolio selection, project scheduling and allocation of available funds in individual years of the OPT programming period. Hlavní pozornost v rámci řešení projektu bude zaměřena zejména na tvorbu elektronické sbírky úloh (cca 50 úloh) nejen sloužících k důkladnému procvičení znalostí získaných v průběhu přímé výuky, ale především také vyznačujících se významným aplikačním potenciálem v oblasti dopravy a logistiky, protože jedině tak lze důkladně propojit teorii s praxí a účelně získávat kompetence pro aplikaci teoretických poznatků při řešení praktických úloh.

Annotation:
Financing of transport infrastructure investment projects in EU Member States takes place in addition to national resources mainly from operational programmes in which significant funds are allocated. For example, for the Czech Republic, the Operational Programme Transport (OPT), which has been implemented in seven-year cycles since 2007 and which is one of the largest operational programmes in the Czech Republic in terms of allocated financial resources, is approved by the European Commission - it accounts for more than CZK 120 billion. czk for the last completed programming period 2014-2020. The selection of projects to be financed is mainly based on expert selection. As these are significant financial volumes and a number of projects are of great national economic importance, the selection of funded projects needs to be carried out as efficiently as possible. The subject of the proposed project is an analysis of the investment environment, an evaluation of the application potential of general optimization methods in relation to the solved problem and a proposal of computational methods suitable for solving the problem, which constitute the theoretical basis of future decision support systems. When solving the project, emphasis will be placed on the identification of input parameters representing the real characteristics of investment projects, monitoring indicators, which must be saturated by a set of selected projects, the strengths and weaknesses of the methods under study and, last but not least, their practical usability in the OPT environment. The project therefore targets a real current problem from the financing environment of transport infrastructure in the Czech Republic. The results can have a positive impact on the effectiveness of the allocated funds and offer maximization of socioeconomic benefit from each allocated financial unit.
