Anotace:
The paper describes the software outputs of the R&D project “Intelligent system for analysis and prediction of public transport”. All developed outputs were integrated into the pilot plant to test and optimize before the production phase. All outputs were tested first individually and then complexly with interconnection to other parts of the system. The paper further describes the process of testing and the results obtained for the short-term prediction module for route planning and the module for analysis and medium-term predicting for the needs of public transport operators.

Předmětem technických podmínek je dopravní informační centrum (dále DIC) zřízené a provozované vlastníkem a/nebo správcem pozemních komunikací. Obsah TP 172 je členěn do několika na sebe navazujících kapitol postupujících v popisu „od obecného ke konkrétnímu“. DIC je nejprve zasazen do kontextu dopravního systému jako celku a je určen vztah ke klíčovým subjektům dopravního systému. Je definován rozsah DIC pro účely TP 172, včetně formulace vize rozvoje a návrhu organizační, funkční a informační architektury. Jádrem TP 172 je definice a strukturovaný popis katalogu dat a informací datového skladu DIC. Zásady a minimální požadavky na regionální DIC.

Anotace:
Public administration implements decisions of elected bodies, i.e., deals with the governance of public issues, ensures compliance of practice with law. Public administration creates sustainable economic prosperity, ensures social cohesion and human well-being. Public administration has very often been seen as a service to the population; its quality affects not only social confidence in the public sector but also in the whole political system. From the economic point of view, public administration represents a managerial structure ensuring mainly the supply of public goods; the allocation function of the public sector and its ability to efficiently provide public goods and public services are particularly important. The paper describes the context of territorial public administration in the Czech Republic, where all municipalities are obliged to provide basic administrative services and local public services. Public libraries and elementary schools represent traditional public services provided by communities and towns. Using the data envelopment analysis (DEA) method, the paper focuses on assessing the economic efficiency of providing these two traditional public services.

Anotace:
This overview chapter lists the various use cases where vehicle-to-vehicle communication or vehicle-to-infrastructure is used and also presents selected results of performed testing of the pilot project (C-ROADS) of C-ITS technology in the Czech Republic. Communication is important for different road situations. Currently, use cases for warning messages for drivers are being tested internationally, and the Czech Republic is also involved in this testing through the C-ROADS Czech Republic project. The below list of use cases is not exhaustive, but represents a comprehensive list of major situations in which dangerous situations may occur that endanger the lives of all road users. The chapter is divided into two basic parts. The first part contains a list of use cases for testing. Anotace:
Autonomous vehicles seem to be an integral part of future transport, both in passenger and freight transport. One of the cornerstones of autonomous vehicles is their mutual ability to communicate. In addition to mutual communication, communication with the infrastructure is also required, and general connectivity to the Internet for obtaining data from information systems is also important. So we are talking about CAV—Connected and Autonomous Vehicles. For communication, both the speed and security of communication and the trustworthiness of the source of the message are important. Communication is important for different road situations. Currently, use cases for warning messages for drivers are being tested internationally, and the Czech Republic is also involved in this testing through the C-ROADS Czech Republic project. This overview paper lists the various use cases where vehicle-to-vehicle communication or vehicle-to-infrastructure is used.

Anotace:
The article deals with the issue of applying the Data Envelopment Analysis (DEA) method, when examining the efficiency of selected public services provided by municipalities. It focuses on typical services provided by most municipalities, such as the operation of local libraries and primary schools. It describes the methodological basis for calculating the efficiency of municipalities divided into smaller, more homogeneous groups. It then shows the practical results of the efficiency calculation – the mean values achieved in the categories examined and the selected groups of municipalities in the context of the whole set. The method of creation and operation of the software application created for the purpose of DEA calculation is then described.

Anotace:
The presented contribution is a description of first output from a project and describes a software solution architecture of performance management tool for public sector economy. The contribution defines the functional and system requirements and their technological implementation, data integration procedures, and design and creation of a database consisting of available public sector databases. The project team uses a multidisciplinary approach—a mix of methods of economics, operational research, and information technology. The subject of goals in this research project is a description of the current state of research in the field of application of nonparametric statistical methods (DEA, FDH) for analysis, development of a software tool, and comparison of municipal efficiency with it. The project research outputs can be identified with the creation of the information system that consists of software application together with efficiency analysis methodology. The next aim is to create a web application as support of processes defined by the methodology of analysis which can serve as a support tool for easy use by potential users. The statistical algorithms DEA and FDH are the output of a team of economists and statisticians and are ported to the back-end of the web application by being delivered to a team responsible for developing a software application in the form of functions written in R along with a validation set of data.

Anotace:
The paper deals with the comparison of cities, which will allow to identify reserves in the management of public funds and in the provision of services to its residents. The first step in the comparison is to determine the parameters that can be used to compare a set of cities. An appropriate choice of parameters allows performance comparison across a wide range of areas. A very interesting method for comparison seems to be the DEA method, which allows a relative comparison of a set of cities. Relative comparisons are advantageous if the best values of the parameters that can be achieved are not known, but at the same time it is necessary to compare comparable cities. The paper describes the use of DEA method for comparing cities with each other. The DEA description includes an illustrative example showing the differences between VRS, CRS and FDH models. Paper also describes the software application that is developed for the purpose to compare the efficiency of municipalities. The paper describes the architecture of the application, its functions and print screens from the web interface.

Anotace:
Pedestrian crossings constitute an essential part of traffic infrastructure. This article deals with velocity of persons on pedestrian crossings. The pedestrians are divided into several groups in order to capture their different velocities. To define a group of persons with limited movement and orientation abilities we use the applicable legislation of the Czech Republic. We further describe in detail technical parameters of the pedestrian crossings and other factors influencing in a significant way velocity of persons on pedestrian crossings. A throughout understanding of velocity of persons on pedestrian crossings can influence the duration of the green light and as such play a role in designing light signal plans or in Smart Cities applications.

This paper presents the result of the project TA02031411 - transportation system which provides information about the predicted occupancy of parking spaces to truck drivers. Providing this information leads to optimizing the use of existing parking spaces on the highway network and also makes it easier for drivers to deciding on a suitable location for parking, which ultimately contributes to the fluency and safety of traffic.

Anotace:
Paper presents telecommunications security issues with dynamically changing networking. Paper also presents performance indicators of authentication as an integral part of the approach to non-public information. Expected level of security depend on relevant ITS services requirements, different solutions require different levels of quality. Data volumes transferred both in private data vehicle on board networks as well as between vehicles and infrastructure or other vehicles significantly and progressively grow. This trend leads to increase of the fatal problems if security of the wide area networks is not relevantly treated. Relevant communications security treatment becomes crucial part of the ITS telecommunications solution because probability of hazards appearances grow if vehicles networks are integrated in the dynamically organized wide area networks. Besides of available “off shelf” security tools solution based on non-public universal identifier with dynamical extension and data selection according to actor role or category is presented including performances indicators for the authentication process.

The paper discusses the data collection for route mapping for persons with limited mobility and sense of orientation. It defines the term of persons with limited mobility and sense of orientation and legislative framework of the issue. The article focuses on the issue of route mapping, its markings using semaphore's convention and of problems of parameters measurement of the elements of transport infrastructure and of data collection.

Anotace:
Electronic information systems are an integral part of transportation arrangements in every city. They are built with the aim to offer to its constituents various services and to facilitate their orientation in a complex transportation network. These systems, however, do not necessarily take into consideration the needs of the handicapped, for example the visually impaired, although precisely this group needs correct and aptly transmitted information more than any other segment of the population. This article highlights the basic concept of the expansion of the current transportation information system in the Czech Republic by employing the Near Field Communication technology for the visually impaired passengers.

This article highlights the basic concept of the expansion of the current transportation information system in the Czech Republic by employing the Near Field Communication technology for the visually impaired passengers. More and more often occurs problem with the lack of parking places for trucks over 3.5t, which is related to the increase in the intensity of freight transport. Consequently this can lead to very dangerous situations with parking of trucks because drivers do not have information about the occupancy of the nearest parking. The paper presents an intelligent transportation system, which provides information about the predicted occupancy of parking lots to truck drivers. Providing this information leads to optimizing the use of existing parking areas on the highway network and also makes it easier for drivers to deciding on a suitable location for parking, which ultimately contributes to the fluency and safety of traffic.

he paper presents the telematics system which deals with a problem of lack of parking places for trucks. This problem can lead to very dangerous situation with improper parking of these trucks. The presented telematics system provides information about the predicted occupancy of parking areas along the highways. Due to an increase in the intensity of freight transport on the road network in the Czech Republic, are increasingly occurs problems of lack of parking spaces for heavy goods vehicles. This leads to very dangerous situations with improper parking of trucks. The paper presents the proposed telematics system, which provides information for drivers of trucks over 3.5t about the predicted occupancy for the nearest parking. Providing this information to drivers will optimize the usage of existing parking areas on the highway network and to drivers to facilitate decisions about the appropriate place for parking, which will contribute to the fluency and safety of traffic as a whole.

Paper presents telecommunications security issues with dynamically changing networking. Paper also presents performance indicators of authentication as an integral part of the approach to non-public information. Expected level of security depend on relevant ITS services requirements, different solutions require different levels of quality. Data volumes transferred both in private data vehicle on board networks as well as between vehicles and infrastructure or other vehicles significantly and progressively grow. This trend leads to increase of the fatal problems if security of the wide area networks is not relevantly treated. Relevant communications security treatment becomes crucial part of the ITS telecommunications solution because probability of hazards appearances grow if vehicles networks are integrated in the dynamically organized wide area networks. Besides of available “off shelf” security tools solution based on non-public universal identifier with dynamical extension and data selection according to actor role or category is presented including performances indicators for the authentication process.

Anotace:
The authentication system is an integral part of information systems. It allows access to data and functions of information system only to authorized persons. The paper presents protocols using zero-knowledge technique which make possible pass out of process authentication on condition only prove knowledge of password (or some secret) without leak of them. The paper presents attacker resistance of selected protocols when attacker attempt at fraud and the paper presents experimental measurements of the duration of authentication.

Specific requirements on telecommunications security solutions generated by dynamically growing field of tranport cooperative systems are discussed. Data volumes transferred between car and infrastructure as well as between other cars have progressively grown. Anotace:
The visually impaired persons are a significant group among the users of public transportation. They should therefore be allowed to travel as independently and safely as possible. Particularly independence is crucial for psychological wellbeing of persons with any handicap. This paper provides an overview of regulations currently in force in the Czech Republic dealing with movement of persons with limited movement and orientation capability and of applied solutions for the visually impaired persons. The core of the paper is a proposal for expansion of the current transportation information system at the bus terminal for an independent and safe movement of the visually impaired persons. The paper also proposes performance indicators for the expanded transportation information system.

Anotace:
Guaranteed quality of telecommunication service and wide area coverage are typical requirements of the ITS (Intelligent Transport Systems) applications. Extensive range of wireless data services with reasonable coverage is offered by public wireless data services providers, however, mostly no guaranteed relevant range of quality and security has been available. As ITS services require cost-effectively solution, as well, requirements can be resolved by seamless switched combination of public and private services selected in accordance to agreed criteria realized by implemented decision processes. Specific situation is identified in case of the C2I (Car to Infrastructure) and C2C (Car to Car) communication namely if the vehicle on board unit is interconnected with the vehicle CAN (Controlled Area Network) based network. Such dynamically developing telecommunications solution touching public networks significantly increase potential of dangerous intruders´ attacks. That is also the main reason why relevant telecommunications security support is understood as one of the crucial part of the ITS telecommunications solution. System security is discusses in detail in this paper and security performance indicators are defined in context of already adopted telematics and telecommunications performance indicators.

Anotace:
The article discusses project-oriented study at the Czech Technical University in Prague, Faculty of Transportation Sciences. Study with project-oriented component prepares students of bachelor and master study programmes for their careers by exposing them to concrete problem-solving already during the course of their studies. Work on a project, i.e. on a real task commissioned by an external entity, requires students to apply acquired practical knowledge. Inseparable part of the practical problem-solving is team work with other students, academics and scientists. Project study reinforces preparation of students for solving expert problems in their future jobs and thus significantly increases their employment potential. The article further discusses advantages and disadvantages of project-oriented study and statistical data from the last three project recruitments.

Tato práce se zabývá problematikou autentizace v informačních systémech. Práce se zaměřuje na autentizaci pomocí protokolů založených na technice nulové znalosti, kdy je sice používáno heslo (tajemství), ale znalost tohoto hesla je dokazována, aniž by bylo sděleno heslo samotné. Heslo zná pouze uživatel a pouze podává důkaz o jeho znalosti. Nulová znalost tkví v tom, že nikdo jiný nemůže z poskytnutého důkazu nebo i jiných údajů heslo zjistit. Jádrem práce je zkoumání protokolů nulové znalosti z pohledu jejich vhodnosti a bezpečnosti pro autentizaci typu "člověk-stroj", případně "stroj stroj". Dále jsou v práci hledány parametry pro porovnání jednotlivých autentizačních protokolů, ale i autentizačních systémů. It is typical for ITS area that traffic data elements are stored, managed and provided by different subjects. The access to get or insert these traffic data is provided only to subjects (generally to entities) who passed out of process identification, process authentication and have required access privileges. V informačních systémech se nejčastěji používá autentizace založená na znalosti hesla. U řady aplikací však není vhodné, aby heslo bylo prozrazováno jeho zasláním poskytovateli služby. Proto vznikly protokoly využívající techniky nulové znalostí, kdy uživatel pouze dokazuje znalost hesla, nikoliv heslo samotné. Tato práce popisuje různé metody útoků při autentizaci pomocí hesla, vysvětluje princip protokolů založených na technice nulové znalosti a zabývá se zkoumáním citlivosti protokolů nulové znalosti na různé typy útoků osoby, která by se chtěla vydávat za osobu oprávněnou.

Paper presents new method how to share and process the sensitive data into complex information systems. The usage of this method is in that areas where data elements are stored and managed by different public/private organizations located on different places, for example ITS area. On the other hand a lot of applications are based on the connections and further processing of shared data elements. This fact yields into requirements for new dynamical electronic identifiers that protect communication channel against sensitive information connection. Anotace:
Paper presents new method how to share and process the sensitive data into complex information systems. The usage of this method is in that areas where data elements are stored and managed by different public/private organizations located on different places, for example ITS area. On the other hand a lot of applications are based on the connections and further processing of shared data elements. This fact yields into requirements for new dynamical electronic identifiers that protect communication channel against sensitive information connection. We present the basic concept of application of dynamical identifiers.

Ukládání a práce se znalostmi jsou fundamentálním požadavkem ve znalostních systémech. Pro ukládání jsou používány databázové systémy a pro práci se znalostmi lze využít logické programování. Obojí v sobě kombinuje deduktivní databáze, která umožňuje odvozování faktů na základě pravidel a znalostní báze. Článek se zabývá deduktivními databázemi a nastiňuje jejich princip.

Anotace:
The article presents a unique object's identifier generation algorithm. It enables every object to have different identifier for each distributed information system. This article contains description of the algorithm, a list of its individual steps and an example of unique object's identifier generation with consecution of algorithm's steps with concrete data. One of the parts of the article focuses on the rate of the algorithm which was implemented as function of PL/SQL language.

In the light of today´s high traffic volume, it is crucial to anticipate the traffic flow on traffic lights controlled intersections. Without this knowledge, it would be impossible to control the traffic in complicated hubs, such as, for instance, those in Prague. One of the characteristics, through which we can describe dynamics of vehicle movement on traffic lights controlled intersections, is the interval between departure of a vehicle from the space in front of the stop line and the arrival to the actual stop line. This is called a departure model. Our aim is, first, to create an appropriate mathematical application, which would take into account individual variables influencing departure of individual vehicles and determine the dependence among these variables. Second to create such a departure model, which would, on one hand, correspond as much as possible to the contemporary traffic situations, but on the other hand, be more exact for specific intersections.

Znát chování dopravního proudu na světelně řízených křižovatkách je v dnešní době, vysoké motorizace, velmi důležité. Bez těchto znalostí není možné správně řídit dopravu v takových složitých dopravních sítích jako je třeba Praha. Jednou z charakteristik, kterou můžeme popsat dynamiku pohybu vozidla na světelně řízené křižovatce, je odjezd vozidla z předřazovacího prostoru až ke STOP čáře. Této charakteristice říkáme odjezdový model. Naší snahou je identifikovat jednotlivé parametry, které ho ovlivňují, zjistit mezi nimi závislosti a vytvořit matematický model, který bude co nejvíce odpovídat současné dopravní situaci.

This article contains part of the results of a research which focused on finding the best way to manage a traffic lights controlled crossing. A simulation model, which includes the crossing and the traffic on it, has been created to achieve this. The simulation model has been created in a mathematical program "Matlab", which currently tests static, dynamic and fuzzy control. To assess the expediency of these types of control, tests under different levels of traffic intensity have been carried out.

Anotace:
The aim of this paper is to present a search module for traffic knowledge system (TKS). The commonly used full-text search returns only those documents, which contain the queried term, without the knowledge of its relationship or its meaning vis-à-vis this term. The resulting list of documents returned by the full-text search is ordered by the level of occurrence of the searched term in a particular document. Nevertheless, such a list can also contain irrelevant documents or more relevant documents can appear only behind those less relevant ones. This problem is addressed in the proposed search module by using domain ontology, fuzzy set, and logic to capture the semantics in searched terms.

These days, probably nobody is able to conceive of transportation without information systems ensuring itssafety, facility, working-load optimization, economic savings in transportation, etc. Transport knowledge systems resolutely finding their exercise in transportation and complementing transport information systems represent other information technologies. However, these systems do not provide "only" information - nevertheless substantial for decision making - but outright knowledge. Every knowledge system should be able to answer its users´ queries and, therefore, capability to search only relevant answers among plenty of all possible ones should be its integral part. Introduction of a searching module for the transport knowledge system with which the authors has dealt represents this contribution goal.
