Anotace:
The critical role of blockchain technology has been highlighted in decarbonization and logistics transitions in the literature. Blockchain technology combined with the Smart City paradigm is identified as one of the most important digital technology disruptions and trends of sustainable urban logistics in the future. Unfortunately, none of the current strategic assessment models can evaluate the impact of blockchain technology adoption on the decarbonization pathways in urban logistics. In this study, to assess the impact of blockchain technology adoption on decarbonization goals in urban logistics, we review the literature for the current strategic assessment tools/models, sustainable urban logistics, Smart City paradigm, and blockchain technology application in logistics and decarbonization. We propose a combination of different modelling approaches including the living lab, agent-based models, and specific decision-making algorithms of blockchain technology adoptions in urban logistics and Smart City paradigms to fill the identified gaps in the literature. The main contribution of this study is to identify the research gaps in the analysis of the impact of blockchain on decarbonization in urban logistics.

This paper explores the future of intersections with a novel approach to traffic control and management. Our research delves into the concept of Smart Intersections, introducing their levels of increasing "smartness," and their potential impact on traffic flow and safety. From static control to advanced data collection and I2X communication, our findings offer a glimpse into a future where intersections are a key player in urban mobility. The benefits of implementing Smart Intersections include improved traffic flow, reduced congestion, increased safety, and more efficient use of resources. Our research highlights the potential for Smart Intersections to improve public transportation through bus and train prioritization at intersections. Building off this, Smart Intersections could also inform individual actors in advance and communicate the current status of traffic as well as gather additional data. This paper presents a comprehensive overview of Smart Intersections, from their current state to the highest level of smartness, and the steps necessary to make this technology a reality in a real-life example. It also explores alternative possibilities, such as multi-agent systems, and their possible application in Smart Intersections.

Anotace:
This review paper gives a brief introduction to Smart City Logistics and uses different sources to ultimately present recommendations for Prague city to achieve better solutions in the area. With large numbers of people expected to move to cities in the coming thirty years, smart logistics will become even more important than it is today. Four different projects from three different cities in Europe are described, ITSLOG and SAILOR projects from Amsterdam, SmartPort from Hamburg and the Dachser project from Stuttgart. The benefits and learnings from these projects are presented with an additional SWOT-analysis which presents the opportunities and threats that could come with similar implementations in Prague. Recommendations based on the findings regarding smart loading zones, micro-hubs, and virtual depots and how they could be implemented in Prague are made. It turns out that their implementation could give several benefits for Prague and help the city become more smart, both in terms of logistics, but also in other ways.

Anotace:
This paper discusses how Smart Logistics could be linked with the Smart Border concept earlier proposed for the El Paso-Ciudad Juarez bi-national metropolitan area. The focus is on the international road and pedestrian bridges connecting these two cities as these were identified as bottlenecks for cross-border movement of goods and cross-border mobility of people. The proposal presents the basic strategic and operative framework. Examples of smart logistics measures that could be implemented on the border and beyond the border such as autonomous vehicles, micro depots and crowd shipping are presented and discussed. The paper shall be understood as the case for the cross-border logistics in relation to the Smart Border concept and as the starting point for further exploration.

Anotace:
El Paso – Ciudad Juarez bi-national metropolitan area is the largest cross-border metropolitan area in the United States and Mexico with combined population of over 2.4 million people. The cross-border mobility currently relies on international road bridges that serve as points of entry to the Unites States. The bridges are not equipped with any advanced smart equipment. This paper presents an entry-level survey on cross-border mobility conducted among students of The University of Texas at El Paso. The aim of the survey was to identify reasons for cross-border mobility, perception of the existing border crossing system and finally perception of the proposed improved border crossing system relying on smart border concept and smart technologies.

Anotace:
One of the today's challenges for cities with smart projects is to demonstrate benefits of deployed solutions for city effectiveness and for the Quality of Living (QoL) of their citizens. Research objective of the paper is to explore citizen individual perception to gain knowledge about smart solutions impacts on quality of living perception. Research was conducted within project Smart Region - Smart City - Smart Community. Authors in first part of this paper provide analysis of citizens' idea of Smart City strategies and solutions. In the second part, relationship between perceived level of smartness and the level of QoL in Czech cities is examined and analysed. The third part of this paper presents citizens' ranking of the top Czech smart cities and Czech regions. Citizen-centric approach and QoL in the SC is authors' constant focus on how to complement the issue with the human element, how to promote communication towards citizens and support the tools of citizen involvement and thus support democracy.

The paper presents the comparative assessment of urban heat vulnerability for El Paso, USA and Ciudad Juarez, Mexico as a part of smart resilient city index. First, the heat vulnerability framework is presented. Based on available data the urban heat vulnerability index for the both cities are calculated. The results of analyse are discussed as an illustrative example of smart border concept.

Anotace:
One of the main goals of the Smart City concept is to ensure a high quality of living (QoL). It is known as a strongly subjective indicator of individuals and depends on many factors which differ among environments. However, todays measurement of QoL takes the form of a comparison of sets of indicators based on hard data or does not occur in cities at all. That may cause that the city ranked as „the smartest“ will not really know anything about the satisfaction of its citizens. But thanks to the modern technology offered by the Smart City concept, we should be able to eliminate this insufficiency and include individual perception into the smart city's management as an integral part of it. In this article, a team of authors are exploring existing citizen surveys focused on individual perceptions of Smart City strategies and quality of living. The second part of the article presents a summary of current rankings of Smart Cities and levels of QoL. The outcome of the second part is a definition of the TOP Smart Cities in the World, based on calculations of the presented ranking.

Air travelers can carry an infectious disease's pathogenic microorganism in their bodies and spread the disease from one country to another in a few days. To delay the spread, health screening stations may be set up at airport terminals to screen travelers. This research tested three different health screening strategies, each with a different combination of screening stations at trip origins, destinations and connecting airports. Discrete event simulations were performed, based on the 2014 to 2016 Ebola virus epidemic, with special focus on travelers from the West African countries traveling to the United States, including travelers who transferred flights at airports in European Union member states. The effectiveness of the screening strategies was analyzed in terms of correct detection, missed detection and false alarm rate. The results showed that exit screening at trip origins brought big improvements in the performance measurements compared to no screening. However, additional screening at the destinations and connecting airports contributed marginal benefits.

Anotace:
Each city has its distinctive features that need to be considered when designing a smart concept. Typically, these features include geography, climate or historical development. This paper shows the example of El Paso – Ciudad Juárez bi-national metropolitan area divided by an artificial (administrative) boundary, in this case national border, yet there is a significant mobility of people and goods between these two cities. System approach is applied on the border itself and the surrounding boundary area. The boundary functions are defined followed by a case study of the El Paso – Ciudad Juárez bi-national metropolitan area with focus on cross border road bridges and rail infrastructure. A high-level smart border concept is outlined including a smart border crossing system.

El Paso, TX, USA and Ciudad Juárez, Mexico form the largest bi-national metropolitan area in the United States and Mexico. Currently, both cities rely on separate public transit bus networks that are not linked and the only cross-border connection is available through three major international bridges opened for cars and pedestrian traffic. In 2017, the City of El Paso adopted the Resilience Strategic Plan to make El Paso smarter. The plan proposes among others the development of Rapid Transit System Corridors in El Paso. This paper presents a high-level proposal how a passenger rail system could be used to complement the existing and future Bus Rapid Transit system as well as local circulator bus system. The proposed rail network is intended for passenger transportation in El Paso, but also beyond into the surrounding region including a cross-border link to Ciudad Juárez, without which the network cannot be considered complete.

Preparing the next generation of engineers, scientists and decision makers requires the development of new teaching strategies that follow smart cities philosophy: collaborative, inclusive and focused on specific needs of the region. The University of Texas at El Paso (UTEP), USA and University of Guadalajara (UdeG), Mexico, addressed the challenge of creating a new international course on smart cities study abroad program that leverages the long-term relationship of UTEP with Czech Technical University (CTU), Czech Republic, and industry partners in El Paso and Guadalajara, especially IBM Mexico. This program is highly interdisciplinary, involving four departments in the College of Engineering at UTEP and the Department of Information Systems, Centro Universitario de Ciencias Economico Administrativas at UdeG. Input from city officials in Guadalajara and El Paso along with industry partners was key in designing this novel program. Thirty-two students from UTEP and 32 from UdeG have successfully completed this program which will launch again on its third edition this year. The program included problem-based learning strategies as well as cultural, industry-led activities, culminating in a Smart Cities Hackathon competition. This articles reports on the planning, development and results of this study abroad program, challenges and lessons learned.

In January 2018, Czech Technical University in Prague (CTU) and The University of Texas at El Paso (UTEP), signed a Memorandum of Understanding (MOU) to jointly develop and implement a Dual Master Degrees program in Smart Cities. Since then, the program structure has been decided, and the management team hopes to start the program with the first cohort of students in August 2018. In this paper, the authors, who are the key leaders in the development of this program, share the history, program structure, enabling teaching facilities, and challenges with the readers.

The topic of Smart Cities is nowadays very broadly discussed. In order to be able to move beyond theory and make some practical progress, the concept of building blocks shall be adopted. In this paper, we address one particular building block - Smart Campus - and try to understand its key features. University is typically a part of most big cities and forms a unique environment. Smart city theory clearly states that improving the quality of life of particular citizens shall be the main objective. Even though a university has also different stakeholders, students form a homogenous group with often common objectives. The objective of this paper is to propose a method to learn about student preferences and perception of different smart cities with respect to university campuses. For this reason, design of a survey which can be used by different universities to learn about the expectations of the end users - students - with respect to the smart concept is presented and discussed. Additionally, results of two pilot evaluations are presented. On purpose, two universities with rather different background and different cultural background were selected: Czech Technical University in Prague (Czech Republic) and Thammasat University in Thailand. A pilot survey was executed and the analysis of the results using basic econometric methods, inferential statistics and logistic regression is provided.

The outputs of many large EU research projects that are aimed at improving life in cities and that of their residents, such as those funded under the Horizon 2020 programme, are often delivered by technology-oriented partners or research institutions that, although they are often a part of a heterogeneous consortia, may not be aware of the real-life dimension of the problem they are solving. This could be particularly troublesome in case a holistic solution should be delivered and is especially valid in case of Smart Cities related problems. In this paper we are proposing a methodology to overcome this issue while using the example of a real Horizon 2020 project MAVEN – Managing Automated Vehicles Enhances Network. The methodology is based on the system engineering approach and its application is illustrated on the first MAVEN stakeholder consultation workshop including its evaluation using the online tool Mentimeter. The proposed template can be used in other EU projects.

Anotace:
In this paper, a pragmatic and goal oriented system for risk analysis in road tunnels is described. It is particularly focusing on mortality risks in case of a road tunnel accident. It is a deterministic approach combining three major components: a) vehicle distribution in a tunnel; b) smoke propagation in case of a fire; and c) people evacuation (escape) component. The major improvement of this approach is in capturing the knowledge often provided only by experts into a robust and pragmatic system available to all decision makers. This is achieved through a large number of scenarios combining different configurations of road tunnels (e.g. different number of lanes, different speed limits) and the travel demand (e.g. different structure of the flow, different volumes of traffic) which were prepared and evaluated through microscopic traffic simulation. The resulting scenarios with the information about the number of vehicles in different tunnel sections were obtained. The results describe most of the existing tunnels and situations and can be used universally. Similarly, the people evacuation component can be evaluated in a general form. The results can be manually updated to suit any particular road tunnel which can differ for example by the availability or quality of warning and information systems. The remaining task is to create a physical model of the real tunnel and to model the smoke and fire propagation. All these components were combined into the CAPITA software that was developed as a part of the research project HADES (supported by the Technology Agency of the Czech Republic). The CAPITA software is presented in the last chapter of this paper. The scenarios available off-line are in fact a knowledge base available to experts as well as decision makers and lead to a higher level of comprehension of the developments in case of fire and significantly speed up preparation of a risk analysis.

This paper focuses on evaluation of the Geographic Information Systems utilization for solving residential recyclables collection routing problems. Recyclables collection is considered as a part of reverse logistics to which a specific routing problem is connected. Recycling itself is one of the sustainable solutions intended for Smart Cities. Recycling rate increase in recent years and always high transportation costs are the main drivers for looking for the new methods how to optimize routing in residential recyclables collection. Geospatial relation of data by Geographic Information Systems software can be used to design and analyze the routing strategy. In this paper ArcGIS software and its Network Analyst extension is used to analyze potential routing improvement during one recyclables collection shift in El Paso, Texas, USA. Equation describing the time requirements for the process of recyclables collection with the consideration of effects of set-out rate and turns was established. Despite that the Network Analyst was not designed to solve high density routing tasks of this kind, an approach to obtain acceptable routing solution by this ArcGIS extension was developed. By applying this approach on the selected recyclables collection shift it was found that a comparable routing solution can be obtained.

Ridership estimation is a critical step in the planning of a new transit route or change in service. Very often, when a new transit route is introduced, the existing routes will be modified, vehicle capacities changed, or service headways adjusted. This has made ridership forecasts for the new, existing, and modified routes challenging. This paper proposes and demonstrates a procedure that forecasts the ridership of all transit routes along a corridor when a new bus rapid transit (BRT) service is introduced and existing regular bus services are adjusted. The procedure uses demographic data along the corridor, a recent origin–destination survey data, and new and existing transit service features as inputs. It consists of two stages of transit assignment. In the first stage, a transit assignment is performed with the existing transit demand on the proposed BRT and existing bus routes, so that adjustments to the existing bus services can be identified. This transit assignment is performed iteratively until there is no adjustment in transit services. In the second stage, the transit assignment is carried out with the new BRT and adjusted regular bus services, but incorporates a potential growth in ridership because of the new BRT service. The final outputs of the procedure are ridership for all routes and route segments, boarding and alighting volumes at all stops, and a stop-by-stop trip matrix. The proposed ridership estimation procedure is applicable to a new BRT route with and without competing regular bus routes and with BRT vehicles traveling in dedicated lanes or in mixed traffic. The application of the proposed procedure is demonstrated via a case study along the Alameda Corridor in El Paso, Texas.

A smart city is characterized by its ability to integrate people, technology and information to create a sustainable and resilient infrastructure that provides high quality services for residents. Transforming a city into a smart city requires collaborative efforts between government, industry, practitioners, residents and researchers. This paper describes how researchers in a recently formed consortium of three universities are developing a smart cities innovation network, with an emphasis on smart mobility, smart buildings, and smart bridges. The consortium is applying a semantic-based approach to address the initial challenge of building an effective interdisciplinary network of university researchers located in different parts of the world, in three cities with different sizes and stages of economic development.

In response to the terrorist attacks on September 11, 2001, the United States government passed legislations in 2006 and 2007 that require all maritime containers heading to the United States be screened by non-intrusive inspection and radiation detection devices at the foreign ports prior to departure. This means that foreign ports and customs authorities need to invest resources in settng up and operating the screening checkpoints. The screening process may also cause traffic delay and congestion in the port. Several pilot tests conducted a foreign ports have so far confirmed several opertional and technical issues. So far, no published report has been found in the public domain that investigate the extent of the impacts and experiment with an alernative solution. This research formulates three screening processes, termed risk-based approach, 100% approach and hybrid approach, based on the practices at the Port of Hamburg, the Port of Houston and the new legislations. Discrete event simulations were performed to analyze the delays and queue lengths at the checkpoints and at critical stations within the checkpoints. The results have shown that screening all the containers by both radiation detection and non-intrusive inspection will create significntly delay and queue length. Adding an extra lane for non-intrusive inspection helps to reduce these negative impacts. The hybrid approach, which screens a small fraction of high-risk containers by non-intrusive inspection, but all the containers by radiation detection, is an alternative that will result in even smaller delay and shorter queue length

The term Quality of Life is essential in understanding the outcome of smart city initiatives. According to several definitions, it is one of the major objectives of activities in the area of Smart Cities. Different studies presented in this paper aim at classifying a city with respect to “smartness”. The results of all such studies however look at a general index. As discussed in this paper, quality of life is highly individual. It is not true that one measure has the same impact on the quality of life of different individuals. To understand perception of all individuals within a city is difficult but necessary, if we want to model the impact of different measures on different groups of citizens. In this paper, the authors propose a way to gain understanding on the issue of individual perception of Smart Cities. This supports the researchers not only in modeling efforts, for example using multi-agent systems, but also in selection of projects. First, so-called life stages (life cycles) are defined to address the individuality in perception. Next, an IPSCS survey is designed and mathematical tools for survey evaluation are proposed to allow for learning more about such perception. In this paper, a survey was conducted to proof the proposed concept and methods.

This paper analyses profitability of short-haul and long-haul flights operated by selected European airlines using cost functions developed by Swan & Adler and by methodology estimating airline’s annual per-flight earnings from publicly available data developed by Horák. The fundamental question was how do short-haul flights stand when compared with long-haul flights in terms of profitability? It appears that mostly just the long-haul flights are efficient for the airlines to operate. We combined profitability analysis with analysis of the Hub and Spoke system. Including the Hub and Spoke into the analysis, we were able to confirm that complexity of the airline business allows operation of short-haul flights even if they are ineffective from purely economic point of view. However, it is questionable, if such arrangement is sustainable in connection with airport and airspace congestions, strong competition from the low-cost airlines and emergence of the high-speed rail systems.

In 2006, supply chain security general model was developed by Gutiérrez & Hintsa in order to propose standardized platform for various supply chain security programmes. This paper proposes methodology for evaluation of this general model based on objectivized methodology for buildings technical conditions assessment adopted by Lánský (2011). Evaluated general model allows, for example, direct comparison of competing supply chain security programmes as well as benchmarking, self-evaluation or provides guidelines for insurance providers. Besides proposing methodology, this paper also presents sample weights assigned to the components of the general model to the wide scientific and industry expert community for further discussion and specification.

This paper deals with supply chain security (SCS) issues with focus on security ranking of companies certified according to the security programme Authorised Economic Operator (AEO). The chosen security programme is assessed using objectivized methodology for buildings technical conditions assessment adapted by Lánský. At first, the AEO programme is analysed according to the Gutiérrez & Hintsa general SCS model. Security measures characteristics are thus identified and their impact on the attained level of security is subsequently assessed. Based on this approach, systematic categorization of each attained security level is created, which allows security ranking of any company certified according to the AEO programme by so called “security index”. Attained security index allows quantified assessment of the analysed subject’s security performance, direct comparison and ranking.

With emerging high-speed rail connections around the world, airlines are forced to choose between three scenarios: competition, withdrawal or collaboration. Yet, the latter option is usually not seriously considered. There are few exceptions to this rule, for example collaboration between Royal Dutch Airlines and Thalys, between Air France and French National Railway Corporation or between Lufthansa and Deutsche Bahn. This paper analyses some aspects of current situation and future outlook for civil aviation and high-speed rail transport as well as already existing partnerships between airlines and high-speed rail operators in the world and it outlines collaboration scheme between these two transport modes in the future.

This article introduces a multicriteria decision making framework to assist policy makers to evaluate different transportation policies and traffic management solutions in large urban areas, as part of a preliminary project selection process. The proposed framework evaluates alternatives and their potential impacts with respect to nine criteria. This framework has been applied in a case study using the example of the City of Prague, Czech Republic. The example consisted of two scenarios and in each scenarios, six possible solutions. Based on the results, the city’s superior highway network completion is first recommended. Thereafter, implementation of an urban road pricing system is recommended. The main contribution of this article is the universal application of the multicriteria evaluation framework in transportation project selection, which can be used in any city around the world.

In August 2010, The University of Texas at El Paso (UTEP), Czech Technical University (CTU) and University of Zilina (UNIZA) jointly launched the Transatlantic Dual Masters Degree Program in Transportation and Logistics Systems. Under this program, a graduate student spends one year of study at UTEP and a second year at CTU or UNIZA and vice versa. Upon the successful completion of the two-year program, the student earns two master degrees. This project required two years of effort that led to a successful proposal submitted to the funding agencies in the United States and the European Union, followed by one year of administrative preparation before the actual student mobility began in August 2011. The first cohort of eight students has successfully completed the program in June 2012. This article reports the sequence of events that led to the proposal submission and award, major issues surfaced and challenges overcome during the administrative preparation phase. This paper also documents the experiences of the students and professors who have participated in this program, and shares the key factors that have led to the successful implementation in the initial years.

Transportation and logistics plays an important role in transatlantic economic collaboration. In 2010 the University of Texas at El Paso, USA (UTEP), the Czech Technical University in Prague, Czech Republic (CTU) and the University of Zilina, Slovak Republic (UNIZA) started a common Transatlantic Dual Master’s Degree Program in Transportation and Logistics Systems (ATL). The program is supported by the European Union and the U.S. Department of Education in the framework of the ATLANTIS program. This paper describes the project and proposes solutions for the project’s sustainability. Within the ongoing collaboration a foundation for the future faculty and PhD student exchanges between partner universities was created as well as the faculty’s participation in educational and research programs.

Bezpečnost (security) logistických řetězců je vzhledem ke globální povaze soudobých logis-tických řetězců celosvětové téma a také agenda pro vědu a výzkum. Úspěšnost security opatření je odvislá od mnoha kritérií, jakými jsou implementace nejmodernějších technologií, úroveň mezinárodní spolupráce, role zainteresovaných institucí, výměna dat, ale také i lidský faktor. Klíčovým faktorem je schopnost inovovat stávající řešení a tedy i věda a výzkum v oblasti bezpečnosti logistických řetězců a podpora tohoto výzkumu ze strany např. Evropské unie. Současný pohled třech významných institucí EU na problematiku security logistických řetězců pak předkládá tento článek.

Traditionally, the shortest path in a weighted graph problem is solved by well-known algorithms such as Dijkstra's, Floyd-Warshall, Bellman-Ford algorithms or the A-star algorithm. This paper employs an evolutionary algorithm called Self-Organizing Migrating Algorithm (SOMA) for the task and shows benefits as well as drawbacks of such approach. For this purpose, a sample weighted graph was defined and the shortest path problem was solved by asynchronously parallel distribution of SOMA. Obtained results of the experiment were compared with the traditional algorithms for reference.

Airspace and airports in EU and in the United States face serious congestion issues while in EU high-speed rail network is being expanded and in the United States considered. In the 2009 United States, 60% of passengers travelled on short-haul flights up to 1 600 km (1 000 miles) while average delay for a delayed flight reached 56 minutes. In 2009 EU, average delay was 28 minutes. In EU, some of the airlines (e.g. Air France-KLM), have already started cooperation with high-speed rail operators (e.g. SNCF). In the framework of this cooperation, passengers are able to use their airline ticket to travel, for example, from Paris to Brussels by a high-speed TGV train. Objective of this paper is to analyse whether high-speed rail transport could contribute to cut airspace congestions by diverting some of the short-haul flights to the EU high-speed rail network while maintaining cooperation scheme between the high-speed rail operators and the airlines. Potential future benefits include extension of the outcomes to the transport market in the United States, where high-speed rail network is yet to be developed.

Článek se věnuje interakci mezi vysokorychlostní železniční dopravou a dopravou leteckou, která je nejen potenciálně možná, ale ke které také ve skutečnosti již dochází a to s každou nově otevřenou vysokorychlostní tratí. V rámci této interakce se objevuje jak konkurence, tak i vzájemná spolupráce. Vzhledem ke stále rostoucím cenám energií, kongescím ve vzdušném prostoru, environmentálním dopadům a potenciální konkurenci vysokorychlostní železniční dopravy se zdá, že spolupráce mezi leteckými společnostmi a železničními správami provozujícími vysokorychlostní železniční dopravu je žádoucí a přínosná. Článek blíže charakterizuje některé parametry určující preferenci přepravního modu zákazníkem - cestujícím a parametry provozní, které popisují zázemí přepravních modů.

V rámci tohoto programu je podporován směr dvoudiplomového (dual-degree) studia, kdy absolventi programu získají dva diplomy, po jednom z každé partnerské univerzity. Na straně EU je tento program řízen agenturou EACEA (Education, Audiovisual and Culture Executive Agency) se sídlem v Bruselu a na straně USA agenturou FIPSE v rámci U.S. Department of Education se sídlem ve Washington D.C.

Self-Organizing Migration Algorithm was developed by prof. Zelinka in 1999 as a powerful tool of evolutionary optimization. Since then it has found many successful implementations. This paper summarizes recent applications of the algorithm by the scientific team of the department where it was created. Applications can be divided into three main areas: chaotic system control, Neural Network Synthesis and electricity-related optimization. These applications are described considering current SCOPUS database indexation. The paper also contains basic description of the algorithm itself.

Anotace:
The main aim of this paper is to summarize current most important technologies dealing with Supply Chain Security (SCS). In 2009, The World Bank issued useful Supply Chain Security Guide describing worldwide SCS projects and SCS technologies. We focused on SCS technology part of the Guide and prepared comprehensive overview of the SCS technologies that we found to be used in current EU and US SCS-related projects. The projects were selected based on our first-hand experience from January 2012 workshop on SCS organized by EU and held in Brussels. The last chapter of this paper focuses on different approaches of EU and US to SCS research.

Zpracování analýzy možností zvýšení mýtných tarifů elektronického mýtného dle možností od 1.1.2011 resp. od nejbližšího dalšího měsíce roku 2011. Tato analýza je zpracována ve variantách v návaznosti na úroveň mýtných tarifů v sousedních státech. Zpracování analýzy možností zmírnění dopadů zvýšených tarifů na dopravce registrované v ČR. Zpracování úvodní analýzy možností zvýšení tarifů časového zpoplatnění osobních automobilů na dálniční síti a síti rychlostních komunikací ČR. Zároveň je analyzována úroveň zvýšení výnosů při zvýšení tarifů časového zpoplatnění osobních automobilů.

Compilation of an analysis of the possibilities for increasing the toll rates charged by the electronic toll system as the possibilities allow as at 1 January 2011 or from the nearest subsequent month of 2011, as the case may be. This analysis is done per the options in the context of the level of toll rates in neighbouring states. Compilation of an analysis of the possibilities for alleviating the impacts that the increased rates will have on hauliers registered in the Czech Republic. Compilation of an analysis of increasing the revenue from the electronic toll system in connection with the possibilities for increasing the toll rates. Simultaneously analysis is done in the option of reducing the costliness of the electronic toll system in relation to the potential increase in the toll rates.

Navýšením pátečních mýtných sazeb mýtného ve vybraných hodinách bylo dosaženo v období únor až červen 2010 v průměru 11% snížení průměrné intenzity provozu na zpoplatněné síti, s maximem snížení o 19% v dubnu. Snížení provozu v uvedeném období bylo v rozsahu od 9% do 19%,

Pro časové zpoplatnění vozidel do 3,5 tun je doporučeno navyšovat cenu dálničního kuponu (DK) podle očekávané roční inflace ve výši 3%, a to vždy ve dvouletých intervalech. Pro výkonové zpoplatnění vozidel od 3,5 - 12 tun je navrhováno navýšení mýtného podle stejné strategie, tj. o 3% ročně ve dvouletých intervalech s předpokládaným začátkem v roce 2011.

Anotace:
Rozdíly v nákladech jednotlivých dopravců v roce 2005 a v roce 2006 byly způsobeny objektivními skutečnostmi a odpovídají i ve srovnání s výsledky otevřených koncesních řízení na dlouhodobé zajištění základní dopravní obslužnosti od roku 2007. Výjimkou jsou požadované ceny dopravního výkonu Dopravního podniku Ústeckého kraje, které v roce 2006 neodpovídaly požadovaným cenám ostatních dopravců, byly podstatně větší.
