Anotace:
Short-haul flights emit the most carbon dioxide per passenger kilometer. France was one of the first countries to pass a law abolishing them where they can be replaced by rail. This applies to domestic flights with a rail alternative journey time of no more than two and a half hours. The article provides a complete analysis of short flights that were abolished by law, that should have been but were not abolished, and that may not have been and were cancelled in the reporting period. These details were defined based on a comprehensive analysis of the flight schedules of 80 French airports. This brought unique results. A total of 49 flights were cancelled, 6 of them by law and 43 for other reasons. The research was conducted with data valid as of June 2022. In a first step, this work quantifies the air seat capacity that has been lost and the capacity offered on train services. It also estimates the total travel time of different types of transport, including stay at the station/terminal and travel to and from the point of departure/arrival. At the end, the paper quantifies the changes in air transport emissions resulting from the cancellation of flights under the law. The overall impact on climate change is described using the Well-To-Wheel method according to French Ministry for the Ecological Transition and ADEME Agency procedures. Finally, France's comprehensive approach to addressing the carbon footprint of aviation is described. The discussion provides a broader perspective on the assessment of this still very current issue.

Anotace:
Článek se zabývá transformací funkcí železničních stanic a jejich redevolepmentem navazujícím na koncept chytrých měst a regionů. Využití budov železničních stanic se mění s ohledem na současné trendy, které jsou tvořeny kromě digitalizace také udržitelností, posilováním resilience, decentralizace a úsilím o zapojení místních komunit. O moderní železniční dopravě a o změně využití původních výpravních budov se začalo hovořit v 90. letech minulého století. Některé původní zejména provozní a ekonomické funkce zanikají a některé zcela odlišné, především sociokulturní vznikají. Na přelomu 20. a 21. století prošla železniční doprava v Evropě významnými změnami, které se významně odrazily v rozvoji osobní i nákladní dopravy. Klíčovou roli při prosazování těchto změn sehrála Evropská unie, která v roce 1991 iniciovala rozdělení provozování dráhy od provozování drážní dopravy a služeb pro cestující. Mezitím se vlastnictví a správa budov paralelně přesouvala z unitárních železničních podniků na provozovatele (manažery) infrastruktury. Nyní ale EU definuje pojem manažer stanice (station manager). EU ponechává zřízení a formu station managera na rozhodnutí členských států, tímto manažerem může být dopravce, správce infrastruktury, ale také úplně jiný subjekt, jako např. developer, obec atp. Manažer stanice se stará o údržbu, rozvoj a provoz těchto stanic a všech jejich zařízení a zajišťuje, aby plně vyhovovaly potřebám veřejnosti, kterou tvoří většinou cestující, v poslední době se ale s vytvářením nových funkcí připojují místní komunity i noví přirození stakeholdeři z blízkého okolí. V rámci článku budou představeny a metodologicky popsány modelové příklady dobré praxe při naplňování uživatelských potřeb, které vznikly po redevelopmentu vybraných železničních stanic.

Anotace:
The concept presented in this paper targets the issue of extensive passenger flows to the airport, which could strongly influence the overall on-time performance of various entities involved. The basic idea of the proposal is to better interconnect the airports' and Air Traffic Management infrastructure with the existing city's urban infrastructure. The goal of the concept is to utilize further available capacities, usable for absorbing certain passengers' flows, and that way enabling their better distribution, which is in line with the main industry stakeholders' interests. Virtual queueing represents the proposed principle, which opens the possibilities for improved guidance of the passengers from their point of origin to the airport (departure). According to the current operational situation, the passengers' guidance will target the most suitable journey options, which involve various points of interest within the city that passengers could visit and spend some time there. This creates additional capacity and places the passengers into the so-called virtual queues. The main beneficiaries of the proposed approach are passengers, with better planning and additional journey offers, airports, with better queueing management and on-time performance, and Air Navigation Service Providers, with reduced delays caused by passenger factors.

Dokument představuje výsledek V03 (Poradní a doporučující materiály) projektu Inovativní způsob navigace vrtulníků letecké záchranné služby v České republice s využitím GNSS, postupů Point in Space a tratí Low Level Routes (CK01000031). Výsledek je nezbytnou součástí projektu, jelikož vedle definované koncepce jsou nutné také správné postupy pro její využití a zavedení do praxe. Hlavním přínosem výsledku je snazší a urychlená implementace postupů PinS v ČR.

Cílem této studie je navrhnout koncept provozu (CONOPS postupů PinS a LLR) a příslušnou studii bezpečnosti (Safety Study) umožňující využít přístrojové postupy pro lety vrtulníků (přiblížení, přistání, odlety, traťové lety) v neřízeném vzdušném prostoru a pod minimální výškou pro radarové vektorování, přičemž bude dosahovat akceptovatelné úrovně provozní bezpečnosti. Pro splnění tohoto cíle je třeba využít nejlepší praxi existujících postupů, identifikovat překážky současného prostředí a navrhnout jejich odstranění, definovat základní předpoklady bezpečných postupů, navrhnout koncept provozu pro PinS a koncept provozu pro nízké letové tratě (LLR – Low Level Routes), zhodnotit provozní bezpečnost navržených řešení, provést ekonomickou analýzu zavedení konceptů provozu a zhodnotit provozní přínosy při implementaci konceptů provozu, včetně analýzy dopadů na jiné uživatele vzdušného prostoru.

Anotace:
This article introduces an adaptation of Flow centrality connectivity measure to business aviation. It demonstrates its potential in the COVID-19 case study, where a significant drop in traffic was observed. Its Connectivity Indicator shows a connectivity paradox during 2020, when connectivity values slightly decreased at first and subsequently exceeded their 2019 values during summer, indicating that airports were connected more effectively compared to the previous year. It is demonstrated in more detail by the examples of airports with the best and worst connectivity during April 2020 and explains the difference in their connectivity value and the number of flights in the context of the pandemic. The results show the potential of this two-dimensional measure in the sector and provide a foundation for further research on business aviation connectivity as a valuable tool for business aviation charter companies to optimize their operations. The study also outlines the economic value of business aviation for Europe and presents different flight missions carried out in this sector, including its key role of conducting medical and repatriation flights during the pandemic.

Anotace:
Freight transported by air plays an important role in world economics. The covid pandemic had an unprecedently negative impact on passenger air transport, but air cargo maintained its performance. We could even see significant increase in some markets. Due to the increased demand for freight, the airlines had to deal with a shortage of capacity. This situation showed us, the importance of planning and optimizing the cargo fleet. One of the input factors for decision-making is the development of demand. This research was focused on the prediction of the air cargo demand on five routes: two within Europe, two Europe-Asia, and one Europe-N. America. The main source of data was the Eurostat database (data by months 1/2015-12/2020). Metric used was the weight of freight loaded and unloaded between selected cities in tonnes. Statistical significance of the data was assessed using linear and quadratic regression analysis. The prediction was performed using the Holt-Winter algorithm (1/2021-4/2022). One of the selected routes proved to be very demanding in terms of increasing traffic. The rest of the routes showed less increase in volume of air cargo transport. Validation of the method/prediction was performed by evaluating real data for the same period.

Anotace:
The evolution of airports toward the Smart Airport concept is currently very topical. The Smart Airport concept brings the digitization and new technologies amongst other benefits. This article deals with the impact of smart technologies, implemented to increase the passenger throughput at airport processors, on waiting times in the queue. To enable simulating the impact of various passenger throughputs, a developed generic model, that can be primarily applied to arrival border control at any airport, was used. Based on the simulation results, the difference in the waiting times in the queue depending on different processing times and used technologies can be compared and analyzed. Therefore, the model can also be used to determine the impact of implementation of smart technologies on the passenger flow at the airport. A simulation performed in the model comparing manual, smart and hybrid configurations of the arrival border control is analyzed in this paper.

Cílem koncepce národního výcvikového centra (NTC ARFF) je navrhnout a zhodnotit možnosti vytvoření NTC ARFF pro Českou republiku. Národní výcvikové centrum pro složky zajišťující hasičskou a záchrannou službu na letištích v České republice by umožnilo zajišťovat specifický výcvik pro personál, který by dostal specifický trénink zaměřený na leteckou dopravu, a tedy by dokázal řešit specifické situace, na které není prováděn všeobecný výcvik HZS. Vzhledem k tomu, že letiště a heliporty jsou klasifikovány v 10 + 4 kategoriích a pro výcvik je zvoleno 5 + 3 úrovně znalostí personálu, je nutné, aby NTC ARFF CZ odpovídalo těmto úrovním. Cílem návrhu NTC ARFF je zajistit potřebný výcvik vztažený k leteckému provozu, centrum nemá duplikovat výcvik poskytovaný HZS ČR.

Návrh a způsob ověření odborné přípravy ARFF je výsledek projektu TIRAMD905 a obsahuje navržený způsob jak ověřovat a hodnotit odbornou způsobilost členů ARFF v navržených oblastech teoretického přezkoušení, praktického přezkoušení a přezkoušení na pracovišti. Zároveň obsahuje checklisty pro zajištění souladu ARFF s legislativními požadavky a ukázky vhodné výzbroje pro ARFF na letištích od kategorie 3 výše.

Anotace:
Airports worldwide are dealing with application of anti-epidemic measures, that lead to decreased capacity of airport terminals. Passengers are obliged to observe physical distancing and other rules, which in combination with longer service times at checks and controls lead to congestions in front of airport processors. This study aims to introduce new solutions for queue management at smart airports, that belong to the Smart Cities concept. The preliminary idea of buffer zones as waiting areas for passengers, that cannot be allowed to enter overcrowded areas, especially queues, brings new opportunities and benefits for both passengers and the airport. Based on performed simulations in the developed model, authors defined two types of buffer zones and determined the optimum time limit to distinguish between the two types of buffer zones. The paper brings theoretical and practical approach to use of buffer zones in real airport operations.

Due to the effects of therecentglobal pandemic, reduced air traffic and passenger numbers, aviation is experiencing significant changes inairport business models.Aviation is recovering rapidlyin 2022and is facing many operational challenges. The mostsignificant disturbances are caused bythe shortage of airport and ground handling staffresulting in queueing and overcrowding in particular airport areas. To mitigate the negative effects of these factors, there is aneed for optimization ofthe departingpassenger flowleading to improved airport operations and airport on-time performance.In this paper, we propose a newSmart City –Smart Airport interconnectionconceptwith utilization of virtual queueing technology, that addresses the current issues at airports. The solution would providedepartingpassengers with useful information including the most suitable arrival time at the airport to avoid extreme queueing. The airport might use the proposed solution to affect the arrival times of passengers to prevent overcrowding and creation of queues in airport terminals. This concept aims to bring opportunities and benefits tothe participants, such as passengers, airports, ground handling companies, airlines,andoperators of alternative collectors shifted into the urban infrastructure.

Anotace:
The article's main purpose is to describe the proposed Methodology, which aims to present an approach to expressing the value of the air transport industry in the Czech Republic. This approach methodically divides the primary and secondary effects and finds metrics based on which the value of the air transport can be quantified. The proposed approach is based on equivalent methodological materials by ICAO, FAA, and other organizations describing and analyzing the value of air transports. The calculations are based on open data sources as well as data that are available by request. The methodology also proposes collecting new data to complete the picture of the value of air transport.

Anotace:
The current pandemic situation caused that airports need to adapt their operational processes to new health protection measures that include for example physical distancing, use of face masks or more detailed cleaning and disinfection of airport terminals. Airport infrastructure is usually not designed for the full application of physical distancing principles. A model and an application were created in order to simulate the expected space per person in the arriving corridors of the terminal according to the imported flight schedule. The output of the model allows calculating of the decrease of airport operational performance in case of implementation of physical distancing principles. The results of the model also help to improve the efficiency of the use of space in airport terminals.

Anotace:
Airports worldwide are evolving rapidly towards the Smart Airport concept, which brings many benefits to all stakeholders including passengers. The paper designs a new Smart Airport Service Layers Architecture (SASLA) that significantly supports the Airport 4.0 class of the current four-level classification methodology of airports. Demand Side System Services (DSSS) as a new essential idea delivered in this paper stand at the top of the Smart Airport Service Layers and make Airports 4.0 capable to negotiate with other smart components to provide new kind of services with benefits to all stakeholders. Multi-Agent Systems (MAS) were identified as an appropriate instrument for services prioritization.

Pod oficiálním označením TL01000421-V001 je publikována Metodika pro hodnocení přínosů letecké dopravy pro Českou republiku z provozně-ekonomického hlediska. Podle Metodiky je provedena tato Studie, která je výsledkem s označením TL01000421-V002. Studie představuje ucelenou zprávu hodnocení přínosů letecké dopravy pro Českou republiku z provozně-ekonomického hlediska s kvantifikovanými přínosy letecké dopravy z pohledu letišť, leteckých společností, leteckého průmyslu a leteckého podnikání v oblasti zaměstnanosti a turismu.

The initial motivation for studying and researching air transport socio-economic impacts is quantifying the value that air transport brings to the Czech Republic. The main challenge is to explore a methodology that would describe the macroeconomic and microeconomic relations within the Air transport industry. These relations will define the directions of the market forces flow and thus the Czech Republic’s value. The authors of the paper use an approach that follows methods and standards for collecting and processing economic and statistical data introduced by the International Civil Aviation Organization (ICAO), Eurostat, and the Czech Statistical Office (CZSO). The authors incorporate economic definitions and standards published by the United Nations under the World Trade Organization (UNWTO) and other accounting and statistical entities, which results in creating a methodical description of chosen relations. The methodical description leads to the quantification of the value. In a practical sense, it is a matter of determining the origin of the data sets according to which the selected relations will be defined. The paper focuses on the expression of Air transport’s primary and secondary effects and the description of the proposals, which will be part of the methodology.

This chapter introduces a methodology on how to define a complex Security Index (SI) that brings the ability to measure the strength and the efficiency of the business entity´s security system. It describes how to provide an approach to the security performance measurement. In order to get SI it is necessary to develop a systematization of Security Index Determination Model (SIDM). SI describes Supply Chain Security Management (SCSM) performance. SCSM implements, facilitates and maintains Security barriers, which are formed by a confluence of properly chosen and efficiently implemented security measures. The presented methodology is based on the General Model developed by Gutiérrez and Hintsa that was expanded according to research needs. The expansion was based on adding the specified barriers for each of the Sub-categories stated in the previously mentioned General Model. For this purpose different security initiatives such as AEO, C-TPAT and TAPA were analysed. SIDM is based on Objectivized Methodology for Technical Systems Conditions Assessment developed by Lansky.

Letecká doprava je příkladem využití moderních telekomunikačních technologií ve smyslu propojování informačních systémů a využívání dat. Výměna informací probíhá v prostředí globálních systémů, které zajišťují přenos informací o jednotlivých letech, pasažérech, součas-né provozní situaci na jednotlivých letištích i ve vzdušném prostoru, environmentálních vlivech, ale také informace o počasí. Speciální telekomunikační infrastruktura umožňuje vynikající plánování ome-zených zdrojů a kapacit letecké dopravy v krátkodobém i dlouhodo-bém horizontu. Díky centrálnímu řízení toků letadel se efektivnost využití nebe nad Evropskou unií zlepšuje. Daří se postupně zvyšovat propustnost vzdušného prostoru i letišť, a také postupně omezovat zpoždění letů.

Maintenance planning and calculation of maintenance turnaround time require consideration of many influences. This leads to the calculated turnaround time usually not being precise. This paper deals with the time estimation of unscheduled works which may occur during maintenance of an aircraft and which can lead to financial losses or reduced usability of the aircraft for flying missions due to extended stay in a hangar bay. The main assumption is that there exists dependence between unscheduled works and predictors known prior to the maintenance. Two methods were considered to estimate the turnaround time, namely maximum likelihood estimation and Bayesian regression. The study was done in cooperation with Czech Airlines Technics company which provided necessary data from aircraft maintenance. The results indicate that, given the data normally available, only the model based on maximum likelihood estimation managed to reproduce reality when proposed for each aircraft type individually. The model was validated in the Czech Airlines Technics company and implemented into software environment.

Tento článek se zaměřuje na představení Ústavu letecké dopravy FD ČVUT v Praze. Charakterizuje jeho vědecko-výzkumnou a výukovou činnost. Představuje jednotlivé projekty a laboratoře, které v rámci Ústavu letecké dopravy kooperují, a které se podílejí na řešení význačných výzkumných projektů v rámci ČR i EU. Jsou zde také představeny jednotlivé úspěchy, kterých bylo dosaženo pod záštitou ÚLD a také vize a výhled do budoucích činností kolektivu Ústavu letecké dopravy.

Aviation safety data are limited in availability due to their confidential nature. Some aggregated overviews already exist but in order to effectively use the data, it is important to fill the gaps of their existing limitations. For some data, there are not enough data points in order to process them through advanced analysis. For other, only expert assumptions can be obtained. In both cases, these shortcomings can be addressed via proper data resampling or simulation where little effort can make the data suitable for various research and development initiatives. Examples of real aviation safety data made public are demonstrated together with key principles of how to perform their resampling. Then, for cases where only expert assumptions are available, general solution to the transformation of the assumptions into simulated data is introduced. The goal is to demonstrate how to transform accessible data or knowledge about aviation safety into data samples with sufficient granularity. The results provide general solution suitable not only for aviation safety data and knowledge, but also for similar transportation or high-risk industries related data issues, indicating that both the data resampling and simulation provide an option for generating datasets, which can be used for statistical inferential methods, linear regression modelling, recurrent analysis etc. Example of data resampling application is included in Aerospace Performance Factor calculation for years 2008 up to 2015.

Anotace:
This article presents and describes a new model, which evaluates various inputs with regard to an individual’s needs. Motivation for the new model was the need for creating a simple solution usable for every company. The article describes structures of currently used fatigue risk management models, their applicability, parameters comparison and evaluating criteria for procurement of commercially available models with its integration into the current fatigue risk management. The new model is based on this current knowledge and takes into account existing options for companies and therefore it offers applicable solutions in all aspects, including compliance with aviation legislation. This makes it usable for any aviation company.

Anotace:
In this paper, we show the recent trends in aircraft propulsion system design going in line with the European Union’s “ACARE FlightPath 2050” strategy. A short review of the actual aero-engines thermal cycle analysis and propulsion system analysis is provided, and the midterm evolution of the design parameters is explained, based on the application of the breakthrough technologies and developments of the fourth industrial revolution. The development of the classical propulsion units design is documented by the most advanced examples. On the basis of the long-term vision to meet future goals on the limits of greenhouse gas emissions as well as noxious exhalation and noise reduction, new design concepts of aircraft propulsion systems are shown. These include integration of an aircraft fuselage and wing with a propulsion unit, new propulsion concept of distributed propulsion integrated to the airframe, wing and body boundary layer ingestion, laminar flow wing, new concepts of electrical propulsion, supercooled electrical motors and generators, new principle of energy accumulation, alternative fuels, liquid hydrogen as a source of the propulsion power, and a medium for maintenance of the supercooled electrical power propulsion part.

The paper discusses the introduction of risk-based indicators and their subsequent use as a support tool for evaluating the economic efficiency of accepted safety measures. The first part is devoted to describing the principle of risk-based indicators, the second section describes usage of economic analysis and usage of risk-based evaluation indicators with regard to economic efficiency. The goal of this article is to declare new possibilities how to evaluate risks and how to assess cost and benefits for some safety measures. At the end there is a discussion about usage of risk-based indicators in a new economic way.

This paper focuses on the distinction between safety, quality and reliability in the context of operations and production management. Integrated management systems are readily available but the drivers for their implementation are often market or profit based whilst the actual contribution of proper management with regard to each of the areas is frequently matter of confusion, especially with regard to safety. In the first part, theoretical background with the highlights of distinctions and overlapping areas between safety, quality and reliability are identified and analyzed. Subsequently, a case study from the domain of transportation demonstrates application issues as well as opportunities to benefit from synergy effects. Conclusions provide a rationale for correct distinction between respective management processes and the long-term advantage of their effective integration.

The paper focuses on the issues concerning enhancement of the safety data management through understanding of the internal data structure and system behaviour. To build a strong system foundation based on safety knowledge, and to find a system on how to gather such knowledge are the key issues in modern safety engineering. Systematic data collection is not a new concept, however, the focus was always on quantity, while data quality was often misunderstood or hard to understand and be dealt with. A research topic was therefore focused on quality and content of the available data, covering the state of the incoming data, their wider classification, analytics and utilization through instruments creating safety intelligence. Having a large amount of data, means having an ability for potential system behavioural pattern identification. This is however strongly influenced by data structure and applied analytical methods. Identifying behavioural pattern in other words means articulating a certain signal generated through system, carrying information regarding system state, functioning and potential deviations. Due to a fact that such system manifests as a stochastic one, it is highly influenced by certain level of internal or external noise. The goal of the research is to examine system abilities for behavioural deviations detection and elimination of the negative, unnecessary and inadequate structures in data gathering process.

Anotace:
This paper deals with utilization of ontologies and conceptual structural models for improving safety data management in civil aviation maintenance, repair and overhaul organizations. It provides an overview of existing safety data management and identifies its shortcomings. Current approach to safety data management is based on global standards and regional regulations, which stem from long-term experience but recent development of advanced technologies and the demand for their versatile application creates new potential for further improvements of aviation safety. One of the technologies which have strong potential for application in aviation are ontologies and conceptual models. Ontologies deal with philosophy-motivated description of reality and conceptual models are ontology and object-oriented tools for building concrete description, the so-called conceptualization. Their value is recognized especially with regard to data management, such as data collection and processing. This is of extreme importance in modern knowledge management systems, such as safety management system, to optimize control mechanisms or to support research and development activities, which are highly sensitive to data quality, such as Safety-II concept. This paper explores the capabilities of the models with regard to current state-of-the-art in aviation maintenance and identifies strong points for domain application. Subsequently, framework for the technology deployment to the industry is outlined. Due to the non-existence of safety management requirements for aviation maintenance organizations and with regard to the current development of aviation safety in other aviation organization types, there exists strong willingness for such framework application and, according to the analysis performed, it represents one of the desired solutions for aviation industry.

At present, several studies exist describing the relevance of human factor in air transport with main focus on pilots and flight safety. Within such studies, monitoring of physiological functions is used. There are lot of physiological parameters and methods of their assessment; however, they are mostly based on principles originating from clinical practice. Yet, sensitivity and specificity of these methods with regard to assessment of aviation professionals - pilots is unknown. Therefore, this paper is oriented towards description of the most common methods for physiological parameters assessment. The paper also describes evaluation methods, which are on experimental level in terms of physiological data evaluation, namely recurrent quantification analysis. Within the research carried out, sample group of pilots was subjected to measurement for evaluation of their psychophysiological condition and performance. Selected evaluation methods were applied on the collected data and importance of those parameters and methods, which provided best classification for level of psychophysiological stress, was evaluated by means of statistical analyses. The results indicate that the most important physiological parameter for psychophysiological condition assessment of pilots is heart electrical activity where the possibility to perform signal processing whilst preserving its importance is provided by linear methods in the time and frequency domain, or alternatively by non-linear methods utilizing recurrent quantification analysis.

European Coordination Centre for Accident and Incident Reporting Systems (EC- CAIRS) develops an information system for reporting aviation occurrences on the European scale. The system makes use of various taxonomies, like the taxonomy of event types, or a taxonomy of descriptive factors. However, the ECCAIRS data model and associated taxonomies are complex and difficult to understand, which reduces interpretability of the records. In this paper, we discuss problems ECCAIRS users face during occurrence reporting as well as subsequent search in reported occurrences. Next, we show how proper conceptual modeling with ontological foundations could leverage quality of occurrence categorization and thus better exploitability of the EC- CAIRS system. We demonstrate our ontological model on the Aviation Vocabulary Explorer, our new prototypical tool for exploring ECCAIRS.

Anotace:
This paper deals with research of safety performance predictions to allow improved risk control in military. Safety performance is identified as appropriate tool to establish system-wide information on safety which can serve the decision making process on how to manage safety. The information contributes to better understanding of behavioural patterns in the controlled system and the ability to foresee short-term future can provide key elements for justification of remedial measures. Aviation safety data served the research due to confidentiality restrictions in military. Data deficiencies were addressed by the means of developed simulator. Suitable mathematical models were identified and autoregressive model was selected and applied to predict computed safety performance. At the end, it was possible to validate the model. Remarks on its potential application into real military environment conclude this work.

Anotace:
The Laboratory of Aviation Safety and Security at CTU in Prague has recently started a project aimed at runway protection zones. The probability of exceeding by a certain distance from the runway in common incident/accident scenarios (take-off/landing overrun/veer-off, landing undershoot) is being identified relative to the runway for any airport. As a result, the size and position of safety areas around runways are defined for the chosen probability. The basis for probability calculation is a probabilistic model using statistics from more than 1400 real-world cases where jet airplanes have been involved over the last few decades. Other scientific studies have contributed to understanding the issue and supported the model’s application to different conditions.

The idea of integrated aviation industry-wide safety (risk) management system and control mechanism require a common development level of the relevant sectors of included stakeholders. To construct such a system the three structural layers must be well defined, understood and functional. These are intra organizational, inter organizational and industry layer. As the name suggests, intra organizational layer include individual aviation organizations, subjects, their structure and systems. Inter organizational layer focuses on mutual relations between individual organizations or subjects, while industry layer includes a high-level mechanism controlling current state of safety and leading a strategic development. This paper focuses on the intra and inter organizational level by bringing a closer look into individual organizations’ processes and mechanisms used as a tool for a creation of the path leading to integrated safety (risk) management system, described in more detail in previous articles. It introduces a new approach and systematic changes needed for gathering more valuable safety related data, required for proactive management of the internal processes. Airports and other systems closely connected to them are taken as a main subject for the analysis. The main goal is to provide an explanation on how such internal structure should be set in order to become an efficient element of the proposed system.

This chapter introduces a methodology on how to define a complex Security Index (SI) that brings the ability to measure the strength and the efficiency of the business entity´s security system. It describes how to provide an approach to the security performance measurement. In order to get SI it is necessary to develop a systematization of Security Index Determination Model (SIDM). SI describes Supply Chain Security Management (SCSM) performance. SCSM implements, facilitates and maintains Security barriers, which are formed by a confluence of properly chosen and efficiently implemented security measures. The presented methodology is based on the General Model developed by Gutiérrez and Hintsa that was expanded according to research needs. The expansion was based on adding the specified barriers for each of the Sub-categories stated in the previously mentioned General Model. For this purpose different security initiatives such as AEO, C-TPAT and TAPA were analysed. SIDM is based on Objectivized Methodology for Technical Systems Conditions Assessment developed by Lansky.

This article deals with the unification of the required documentation of airport operator, which relates to processes and activities taking place at the airport in response to realization of extraordinary or unusual event. The purpose is to introduce into these documents, which often overlap, system to improve the quality of airport operations. This applies to airport guide, airport security program, airport emergency plan, airport contingency plan, the safety management manual and quality manual. Each of these documents is concerned with certain parts of the response to above described situation. It is important, however, to have affected all phases of the comprehensive emergency management cycle, so that the transitions between phases or procedures for a range of documents were flawless. In this article, therefore, the airport operator documentation is thoroughly analyzed; each phase of the comprehensive emergency management is assigned to the appropriate document which should ensure the closure of the cycle. When analyzing the interface of the cycle phases, the emphasis is on the coherence of the transition from one phase to another. Since the documents are usually not synchronous with the phases, it is necessary to ensure not only the interface between the phases of the cycle, but also between documents and between documents and phases. This whole issue is very complex one because it depends also on aviation regulations.

This paper introduces practical issues of implementing and deploying safety knowledge management software to aviation safety. Domain specific intangible nature of the issues concerned is described and all factors which prevent successful application of any knowledge management system are documented. Aviation organizations are struggling to find any effective solution which would on one hand allow timely tracking of the dynamic knowledge and on the other to not limit or bias reporters or investigators within the knowledge gathering process. The article deals mainly with practical issues concerning the deployment of reporting software, which constitutes the interface between humans and ontology model behind the software, capable to address trade-offs between various conflicting design criteria as well as many aviation organization types, as the aviation safety knowledge is to be gathered in cooperation with the industry.

The primer focus of the paper is to introduce a new concept of aviation industry approach to the risk management issues and following control activities. Due to its size, complexity and dynamic changes, which take place almost continuously, a platform was developed with one important goal, to help in creation of the industry-wide approach to the field of safety management. The approach is recognised as potentially beneficial for many entities involved. Such integration would enable a definition of the three aspects, which were introduced and further analysed - intra organizational, inter organizational and holistic aviation data approach. Each covers different layers or structure parts whose relations and definitions are both relevant and logical. All aspects represent different points of view, starting from the organisation level and leading to the field of the mutual activities involving various industry stakeholders and relevant authorities. Expected solution should ensure standardised approach to the reporting and following investigation. Ontological modelling would support an integration and development of the mutual risk assessment and control mechanisms. Building standardised aviation ontology, developed through one mutual system emerges as potentially powerful for application of various analytics instruments, e.g. business intelligence.

Monografie Moderní přístup k hodnocení provozní bezpečnosti v letectví přináší shrnutí aktuálních poznatků v oblasti řízení a hodnocení provozní bezpečnosti v letectví. Zabývá se problematikou neustálého zvyšování úrovně bezpečnosti a s tím souvisejícími překážkami týkajícími se dostupných dat a ukazatelů bezpečnosti. Monografie je členěna na ucelené celky týkající se vždy jedné části provozní bezpečnosti letectví. První kapitola shrnuje všechny nezbytné informace o bezpečnosti, jejím začlenění, související legislativu a základní nástroje, které se při uvažování o bezpečnosti využívají. Kapitola druhá se zabývá nutností vyhodnocování bezpečnosti. Jsou zde popsány vybrané metody pro hodnocení a řízení bezpečnosti a možné zdroje dat, které je možné vyhodnocovat. Ve třetí kapitole je obsažena aktuální problematika moderního přístupu k řízení bezpečnosti z pohledu státního dozoru letectví a ukázáno čím by se měl státní dozor zabývat a jaké systémy řízení bezpečnosti implementovat. Kapitola čtvrtá je ukázkou možné metody hodnocení bezpečnosti, obsahuje kompletní metodu se všemi problematickými místy tak, aby z této části byla vidět důležitost a složitost hodnocení bezpečnosti. A nakonec kapitola číslo pět je zaměřena na výhled do blízké budoucnosti se čtyřmi oblastmi ke zkoumání.

This paper introduces process modelling with regard to its potential to establish semi-automation of decision-making within safety management. High-risk industries are facing intangible nature of their safety-related issues, commonly involving human and system component interactions. To date, they typically utilize mental models to understand the processes, which they aim to control. This paper deals with the transition from mental models to the hybrid form of mixed mental and automated parts where the latter stem from partial formalisation of the existing process models. Issues with variables and their quantification are described and addressed accordingly within proposed solutions. These solutions are capable of formalising mental models and providing basis for automated elements that can reduce the burden of human controller. Interpretation and aggregation issues are outlined and links to both the control algorithms and sensors used by safety management are introduced. Aviation industry application is used to demonstrate the solutions.

According to the relevant sources, aviation industry as a whole is detecting a long-lasting safety improvement trend. This is true for all industry stakeholders such as airports, air carriers, handling agents, air traffic service providers and maintenance organizations. Extensive legislation and internal operational rules supported the establishment of the high standard system as well as efficient oversight for civil aviation authorities. Actual level of safety is often expressed as a ratio of the total number of accidents to the number of realized operational cycles. However, in today’s world, accidents are generally rare, hence authors integrate innovative approach to safety which enables safety performance evaluation. The approach utilizes safety performance indicators as fundamental tool in the process of evaluation. Nevertheless, the process is quite challenging due to the aviation complexity. This paper focuses on Runway Incursion, one of the major phenomenon in aviation safety. It has great potential to seriously affect safety during the most critical phases of flight – during takeoff and landing. Additionally, this paper presents results of descriptive and explanatory factors analysis. It outlines their implementation into the model, which will enable future safety performance quantification of the corrective measurements preventing Runway Incursion.

Those are the friction surfaces of interfaces, which is necessary to identify and ensure them smooth process to avoid dangerous situations or delay.

The paper focuses on the possibilities for ADREP taxonomyutilization in the process of safety indicators evaluation, particularlythose indicators related to the large international airport’soperations. ADREP taxonomy categorises the safety related eventsand factors directly involved in the certain event realization. Eventsor factors categorisation is recognised as a powerful and helpful toolin a process of determining a comprehensive set of safety indicators,in our study case primarily focused on the airport’s needs. Thepaper brings a description of ADREP taxonomy and the way on howthe individual events and factors are divided into defined categories.A possible application of the taxonomy in unwanted occurrencesmonitoring is illustrated as well.

Safety is one of the utmost importance in aviation, often globally and regionally emphasized. However, as the market became very competitive over the past years, safety is struggling to retain its ultimate importance from the perspective of aviation corporations and organizations. These are frequently under significant economic pressures and on safety being rather compliant with regulation than proactively concerned with it. This paper describes financial aspects and motivation issues of aviation organizations to allocate resources to safety management. Return on Investment and Bayesian Networks serve as the basic tools for assessing investments. Particular case study for missed approach scenario and simplified deliberation of costs typically involved in aviation safety-related occurrences are included. Results of the analysis are to motivate the corporations to take into consideration that thoroughly-targeted safety investments are not just expenses. Such investments do generate revenue, which may not be visible at a glance. The way how to calculate the estimated revenue of these investments is demonstrated as well.

This article deals with the unification of the required documentation of airport operator, which relates to processes and activities taking place at the airport in response to realization of extraordinary or unusual event. The purpose is to introduce into these documents, which often overlap, system to improve the quality of airport operations. This applies to airport guide, airport security program, airport emergency plan, airport contingency plan, the safety management manual and quality manual. Each of these documents is concerned with certain parts of the response to above described situation. It is important, however, to have affected all phases of the comprehensive emergency management cycle, so that the transitions between phases or procedures for a range of documents were flawless. In this article, therefore, the airport operator documentation is thoroughly analyzed; each phase of the comprehensive emergency management is assigned to the appropriate document which should ensure the closure of the cycle. When analyzing the interface of the cycle phases, the emphasis is on the coherence of the transition from one phase to another. Since the documents are usually not synchronous with the phases, it is necessary to ensure not only the interface between the phases of the cycle, but also between documents and between documents and phases. This whole issue is very complex one because it depends also on aviation regulations.

Anotace:
Data quality is one of the modern issues in civil aviation safety. Today‘s accidents complexity requires painstaking analysis and in order to prevent the accidents it is necessary to collect and process operational data of adequate quality. That equals storing data in a form which allows their effective filtration and traceability for the need of their further processing and evaluation in time. This paper describes data quality improvement possibilities taking into account global aviation trends and also the needs and possibilities of civil aviation authorities, corporations and organizations. To this end, it utilizes several unified taxonomies, e.g. ICAO ADREP taxonomy and its European subset in preparation – RIT taxonomy, and HEIDI taxonomy by EUROCONTROL. Taxonomies are merged into a data collection and processing model which owing to the classification allows higher quality data storing. At thesame time, this article demonstrates how it is possible to set safety performance indicators utilizing stored high quality data within the organizations’ safety management system or state’s safety plan for the civil aviation safety oversight.

This paper provides a brief overview of Key Performance Indicators and their implementation in domain of aviation safety. With the benefit of general knowledge and results of analysis conducted, a complex system of basic indicators applicable for Air Navigation Services of the Czech Republic is proposed. It’s based on best practice and current knowledge from aviation industry. Each of the indicators is specified in terms of causes, risk involved and their potential for measurement. Moreover, proactive indicators are introduced to improve the proposed system. The system is assessed in cooperation with the Air Navigation Services and Civil Aviation Authority of the Czech Republic. Furthermore, there is cost-benefit analysis outlined serving as preliminary financial assessment of the proposed system.

The diploma thesis is focused on a study and design of an unmannedaerial vehicle – Quadcopter. It deals with its possible employment inaviation, particularly in a biological protection of an airport andsecurity of an airport perimeter, and in agriculture. The prototypeof the Quadcopter is primarily based on monitoring. Theintroductory part of the thesis covers terminology and definitions,classification into unmanned vehicles and description ofcomponents used for a flight control. The next section involves theactual process of designing and construction of the Quadcopter,followed by a description of systems used for the flight control andrecording. Examples of potential use in aviation and agriculture arestated here as well. This study suggests a procedure essential forawarding an appropriate certificate to enable a flight operation inthe Czech Republic. Certification process, permissions andregulations in the Czech Republic are compared with those inEuropean and non-European countries.

The article brings an overview of the specific risks, defined in the individual state safety plans, and their classification into particular categories.

The paper focuses on the taxonomies widely applied in the aviation industry. Beside the general view on the subject, article brings a description and mutual aspects identification of the presented taxonomies. Purpose, adequate comprehension and taxonomy application, together with the identification of the subjects to whom the taxonomy are dedicated were considered as the essential facts in taxonomy description. The human factor was recognised as a critical element in aviation and in that matter, several taxonomies specialised exclusively on that issue were mentioned. The new trends in the taxonomy development, their implementation in the particular systems together with benefits they could bring to the particular processes represent the important aspects of modern approach to the issue. The paper places emphasis on the common taxonomy, development supported by ICAO, and other hazard taxonomies.

All ICAO member States are currently implementing safety indicators in aviation. Requirements for their operation are contained in many legal documents, standards, and regulations, such as Annex 19 to the Chicago Convention, ICAO Doc. 9859, and regualtion (EC) 376/2014. Safety indicators for EU conditions are based on events data stored in the ECCAIRS database. High-level Safety Objectives that reflect a current need for improvement of the safety of the individual characteristics of the operation of the country can be also considered subject of safety indicators. For the operations with the indicators, the systems such as SDCPS (safety Data Collection and processing System) and SDTOS (safety Oversight Data Targeting System) need further development. The Basic principles for determining state-level safety indicators and operating principles of SDCPS and SDTOS are the content of this article.

As part of new European legislative for aviation stakeholders involved in commercial aviation there is a requirement for Emergency Response Plan. This shall comply with ORO.GEN.200 and AMC1 ORO.GEN.200(a)(1);(2);(3)(5) point (f) (cf. Section 8.7 of the Second ed. of Safety Management Manual) and shall ensure that organization is prepared to respond to crisis without reducing operations’ level of safety and optimal use of resources. The task is to customize the scope of Emergency Response Plan in accordance to the nature and extend of operations of the organization. In this text we discuss customization for approved training organizations, small commercial aviation and maintenance providers.

GNSS is important part of today's modern society. Its importance in aviation is significant, because it provides safety in flight and enables implementing improved approaches to airports, where is none ground-based navigational equipment. This article addresses the problem of GNSS signal jamming in the vicinity of airports, which could cause the realization of danger. This paper is focused on safety management and evaluation of its performance in organizations throughout utilization of key performance indicators regarding their operational efficiency. The efficiency is evaluated based on accepted safety measures and their application. The evaluation is ultimately possible due to improved occurrence reporting established via improved perception of safety by operation personnel; i.e. better perception of Safety culture. This paper describes safety management system principles applied within aviation organizations, moreover being required by European legislation. Key elements of safety management systems will be described and subsequently used for possible key performance indicators application for evaluation of their operational efficiency measurement. Even though this paper is based on application in aviation, it is not limited to it.

Anotace:
Řízení jakékoliv charakteristiky systému vyžaduje možnost provedení měření jeho kvantitativních i kvalitativních veličin. Analogicky vyplývá, že pro případ řízení letecké bezpečnosti musíme stanovit takové veličiny, abychom je byly schopni měřit a pomocí nich i řídit bezpečnost. Veličinami pro měření a řízení bezpečnosti jsou bezpečnostní indikátory, které mají v anglické literatuře zkratku SPIs (Safety Performance Indicators). V oblasti průmyslu existuje mnoho společností, které vykazují vyšší míru rizikovosti provozních procesů. Mezi takovéto společnosti patří například chemické továrny a jaderné elektrárny. V odborné literatuře se pro jejich pojmenování ustálil výraz „High-risk Industry“. Mezi takovéto společnosti ze své povahy patří i všechny organizace provozující leteckou dopravu. Pro dosažení akceptovatelné úrovně bezpečnosti zmiňovaných odvětví byly vyvinuty speciální systémy hodnocení založeny na indikátorech bezpečnosti zaměřených na problémové oblasti. Stejný trend v současnosti zaznamenáváme v oblasti letectví. Jelikož je bezpečnost podle nových metod možné řídit (zvyšovat) v reálném čase, upouští se od reaktivního sledování statistik nehodovosti. Bezpečnost je zvyšována preventivně a proaktivně – pomocí vyhodnocování indikátorů bezpečnosti, které umožňují bezpečnost měřit, její trendy porovnávat a na vhodné místo adresně směřovat nápravná opatření. Indikátor bezpečnosti je tedy pro organizace užitečným nástrojem, který stanovuje, zda jsou provozní procesy společnosti uvnitř tzv. bezpečnostního prostoru. Pro národního regulátora můžeme vytvořit také systém indikátorů. Takovýto systém musí poskytovat reálný pohled na současnou situaci. Z pohledu regulátora je patrně dobré vědět, které typy leteckých činností vykazují nejvyšší rizikovost, které typy provozních činností a událostí vykazují vzestupní trendy s nastupující letní sezonou.

Anotace:
In 2006, supply chain security general model was developed by Gutiérrez & Hintsa in order to propose standardized platform for various supply chain security programmes. This paper proposes methodology for evaluation of this general model based on objectivized methodology for buildings technical conditions assessment adopted by Lánský (2011). Evaluated general model allows, for example, direct comparison of competing supply chain security programmes as well as benchmarking, self-evaluation or provides guidelines for insurance providers. Besides proposing methodology, this paper also presents sample weights assigned to the components of the general model to the wide scientific and industry expert community for further discussion and specification.

Výzkumná zpráva za rok 2014 obsahuje shrnutí práce na prvních 4 pracovních balíčcích projektu. Ke každému z balíčků je popsán průběh řešení a výstupy. Na základě sběru relevantních informací byly definovány první sety indikátorů pro několik leteckých organizací které jsou ve shodě s ohlašovacím systémem ECCAIRS a jsou založeny na taxonomii ADREP ICAO.

Passengers’ requirements within the air transport continue to evolve and airports must therefore flexibly respond, because the current requirements significantly differ from the previous ones. The current concept of security checks has its roots in the 70s of the 20th century and took continuous changes with the arrival of new technologies and social security requirements. In addition, conditions in a number of areas changed for virtually all European airports over the last few years. Many of them have lost the advantage of monopoly and had to enter competitive environment of surrounding countries. Extinction of flag carriers as state-sponsored companies has only strengthened competition for customers. With the onset of the economic crisis in 2008, the seriousness of the service quality and price (costs) issue have increased. This article is focused on addressing current issues in the process of passenger and their cabin baggage security screening.

Anotace:
This document describes the benefits of biometric technologies for the purpose of automatic processes at airport border control. Introduced are principles and types of biometric systems for identity identification and verification of low-risk travelers, alongside with implementation proposal of one devices type on transfer of passengers on Vaclav Havel Airport Prague. Effort of security policies is introduction of new approach based on risk management with support of sophisticated technologies and behavioral analysis to strengthen the security controls. For this reason, at the end of this article is described project Checkpoint of the Future. The project is IATA initiative for using biometric technologies as part of complex measures to increase throughput of passengers and obtaining seamless transfer from curb to airplane.

This paper deals with emergency planning in aviation from airport point of view. It contains an analysis of the current state of emergency plans at aerodromes in the Czech Republic and highlights the differences and errors due to emergency plans formed according to modern requirements and the flawless functionality in its use. The article describes the process that should be performed for creation and maintenance of the airport emergency plan.

Anotace:
This article follows on the Part I, where the basic processes on uncontrolled aerodromes were introduced. The uncontrolled aerodromes face with the growing traffic and from that result the higher workload on AFIS officer. This means a higher potential for dangerous situations. The article describes some models of sub-processes and creates several safety indicators related to the operation at uncontrolled aerodromes. Thanks to monitoring and evaluation of safety indicators can be adopted targeted safety measures and thus increase safety on small uncontrolled aerodromes.

Anotace:
This article deals with a system, that is established to report the events with effect on safety. This system is based on requirements published in Annex 13 to the Chicago Convention and legislative foundations laid down in Regulation L13, Regulation of the European Parliament and of the Council (EU) No 376/2014, Decree No. 359/2006 Sb. and Act No. 49/1997 Sb. Standards and legislative rules precisely define the types of events that are subject of reporting and also define the structure and content of the reporting message. This content is consists mainly of the identification data about the airplane and crew, information about the route and a short description of the damage to the airplane. In the following, we discuss the possible use of such a system of mandatory reporting for the needs of safety indicators. Then there are proposals of changes in the content of the reporting message for the need of safety indicators. The present knowledge indicates that the use of all opportunities provided by the law for the reporting of events can lead to a creating of sufficient basis for safety indicators.

Tento článok popisuje súčasný prístup k bezpečnosti leteckej dopravy na úrovni štátov. O zjednotenie tohto prístupu sa snaží ako medzinárodná organizácia pre civilné letectvo (ICAO) tak Európska únia. Štátna úroveň tomuto podlieha, ale vďaka ešte stále pomerne nerozvinutému prístupu na globálnej úrovni, táto umožňuje jednotlivým štátom problematiku rozvíjať individuálne na miestnej úrovni. Článok popisuje všeobecne platné požiadavky na uchopenie bezpečnosti leteckej dopravy prostredníctvom tvorby štátnych programov bezpečnosti (SSP) a ich kľúčových elementov daných od ICAO. Popisuje jednotlivé trendy riadenia bezpečnosti na úrovni štátu ako aj ďalší predpokladaný vývoj problematiky.

This paper aims to provide brief overview of aviation safety development focusing on modern trends represented by implementation of Safety Key Performance Indicators. Even though aviation is perceived as safe means of transport, it is still struggling with its complexity given by long-term growth and robustness which it has reached today. Thus nowadays safety issues are much more complex and harder to handle than ever before. We are more and more concerned about organizational factors and control mechanisms which have potential to further increase level of aviation safety. Within this paper we will not only introduce the concept of Key Performance Indicators in area of aviation safety as an efficient control mechanism, but also analyse available legislation and documentation. Finally we will propose complex set of indicators which could be applied to Czech Air Navigation Service Provider.

This paper deals with supply chain security (SCS) issues with focus on security ranking of companies certified according to the security programme Authorised Economic Operator (AEO). The chosen security programme is assessed using objectivized methodology for buildings technical conditions assessment adapted by Lánský. At first, the AEO programme is analysed according to the Gutiérrez & Hintsa general SCS model. Security measures characteristics are thus identified and their impact on the attained level of security is subsequently assessed. Based on this approach, systematic categorization of each attained security level is created, which allows security ranking of any company certified according to the AEO programme by so called “security index”. Attained security index allows quantified assessment of the analysed subject’s security performance, direct comparison and ranking.

State Safety Programme and plan are considered the main instruments in safety management. In that matter, this paper focuses on their description and simultaneously tries to clarify a need and significance of their establishment and implementation within respective state. All elements, defined in ICAO doc. 9859 as State Safety Programme (SSP) fundamentals, are separately described. These elements are divided into four groups, further detailed in individual chapters – State Safety Policy and objectives, State Safety Risk management, State safety assurance, State Safety Promotion.

The objective of this methodology is to determine the general procedure for the evaluation of safety indicators for operation at uncontrolled aerodromes. The basis of this assessment is to determine the processes that take place at the aerodrome and finding critical points in these processes. They are determined on the basis of observations at aerodromes and are based on current legislation. The result of applying this methodology to aerodrome operations is the identification of several indicators, which monitoring and the adoption of safety measures can enhance safety at these uncontrolled aerodromes in the Czech Republic.

Anotace:
This article focuses on improving safety of the most dangerous part of flight – approach and landing – and on the resulting reduction in the number of emergency situations. The safety assessment and management mean that the knowledge from different approach procedures and their descriptions is used for the finding of critical points. With this model it is possible to evaluate the safety and manage it to a sufficient level by changing the input parameters. Safety management is needed thanks to unknown safety level in legislation. Ideally, the level of safety will be the same for every part of aviation (and the level of safety will be 100%), but it is not due to external influences.

Anotace:
Provision of Supply Chain Security has been a key logistic issue in the past decades. Its rise is being initiated by governments and global companies on one hand, and concerned entrepreneurial subjects on the other hand. Governments try to provide strategic security, which can be violated by illegal migration, smuggling, sabotages, military support of dubious organizations and terrorist acts. The interest of manufacturers and trade organizations is the effective optimalization and minimalization of delays caused by additional security provision. The effective optimalization also lies in introducing commonly shared standards against theft during transportation and other logistical operations. Regional governments (EU, U.S., Asia) have created their own tools represented by a portfolio of compulsory and voluntary security programs and initiatives. Currently, there is a compatibility process on the international level in terms of these programs. Hence, important contribution created a general model to describe features of security management and security management system implementation. The paper expands the general model and describes coherence between programs with emphasis primarily on regions with strong potential of growth In the short term we also expect an increased interest of Czech exporters to conquer new markets.

At the present time of high technological maturity reached by an elaborate system to ensure reliability of aircraft and any aviation infrastructure. For the value of safety in air transport is currently under ICAO consider the value of 1x10-7. This means one serious accident related to 10 million flights. The research in the field of human factors, organizational factors and the gradual introduction of safety management system (Safety Management System – SMS) significantly contributed to improve safety in aviation. The only possible way for further improvement of safety is detailed view of the safety performance of aviation organizations. Evaluation of safety performance is possible by creating a monitoring system appropriate set of safety indicators. A suitable inspiration for a system of safety indicators in aviation could be in other industries – such a nuclear, chemical and mining industry.

Safety is currently perceived as an operating indicator that shows the correct operation of the system. This system characteristic is very difficult to measure. Article discusses the use of reactive, proactive and predictive models to ensure a safe operating environment of general aviation. Using these models is directly related to the safety indicators creation, which allow a systematic safety data collection and the transition to the use of safety intelligence. But the main safety indicators function lies in the possibility of direct and indirect measuring the organization safety performance. In the case of general aviation it is required to access the implementation of the indicator relative to the size of organizations and their operating characteristics. Also very important is the development of the feasible implementation process for these organizations.

This article focuses on increasing security at aerodromes in two ways. The first one comprises processes of data gathering, analysis and optimization of emergency plans from the perspective of gradual changes in aviation. The aim of this section is to describe systems engineering approach used to deal with setting up this significant function of airport. The second way how to increase aerodrome security is to employ sensor networks as a measure to secure various types of actions, including natural, unlawful and operational processes. This attitude will allow completely new kind of supervision.

This article focuses on research to extend usage of EGNOS and Galileo. This type of navigation is crucial for expansion of flight procedures without the need for terrestrial radio navigation equipment for general aviation. This transition or change of focus on GA is also described in the article with the main point – safety analysis. The level of risk will be assessed based on data from existing approach systems and it will create comparison with proposed changes in the system.

Anotace:
This article introduces some contemporary research activities in the area of air transport performed by a MAD Group team at a Department of Air Transport, CTU in Prague. Main domains such as Aviation Safety, Aviation Security, CNS/ATM and GNSS are considered here. All four domains create a synergic whole with a main goal to improve air transport, especially in the area of General Aviation. Research in the GNSS domain is oriented towards implementation of the GNSS approach procedures using EGNOS and future Galileo signal, especially in applications with highest added-value i.e. airports without extensive navaid equipments. New operation procedures require better ATS services in order to maintain equal or better safety level. Better ATS could be achieved either by implementing new CNS systems or new operation procedures. Research of the new CNS systems is performed within the CNS/ATM domain. Safety domain examines new procedures by safety analysis and implementing new performance indicators into safety assessment process. Last but not least security aspects of the GNSS signal has to be taken into consideration. This is absolutely necessary when GNSS signal is being used as a primary navigation means. Research activities eliminating impact of jamming and spoofing are performed within the security domain.

This article deals with the necessity of aviation personnel education in the field of aviation safety. This need increases with increasing requirements on operating personnel, with the implementation of new legislation in the field of safety and necessary of raising awareness about safety itself. Safety has to be an integral part of every process. The article is divided into several sections, which deals with the development of thinking about safety as initial condition for the creation of specific training sessions, presentation of the basic assumptions of management education for aviation organizations, safety managers and operational staff themselves.

Anotace:
Tento článek pojednává o způsobech vývoje indikátorů bezpečnosti, které umožňují nahlížet na bezpečnost letectví jemnější metrikou. Bezpečnost totiž v současnosti není vnímána z pohledu nehod a ztrát na lidských životech. Provozovatele stále více zajímá bezpečnost jednotlivých procesů. Tento přístup umožňuje předcházet menším provozním ztrátám, které jsou způsobeny incidenty. Jemnější metrika indikátorů bezpečnosti nám umožní sledování provozních procesů, jejich vzájemných vztahů a vlivu na bezpečnost. Vývoj indikátorů bezpečnosti a jejich implementace je v současnosti důležitá tak, jako byl důležitý vývoj a široké zavedení ukazatelů technické spolehlivosti.

Anotace:
The European Union and the United States face similar challenges and share a common approach to the security of the supply chain. The threat (terrorist, criminal) must not be allowed to impair international trade and economic development. Security policies should be risk based, cost-effective and should as well as secure transport operations. This paper analyses and compares two basic security programmes AEO (Authorized Economic Operator) in the EU and C-TPAT (Customs-Trade Partnership Against Terrorism) in the U.S., to establish their compatibility and identify the security measures that may become mandatory in the near future. For trade between EU and U.S. is very important to implement mutual recognition of EU and U.S. trade partnership programmes. Mutual recognition of certification programmes is a unified approach to harmonization of all of the regional and national initiatives. It helps to reduce the workload of subjects in the supply chain, related to redundant certification under other countries' standards. Because the EU and U.S. have the largest bilateral trade relationship accounts for about one third of world trade, it is necessary to deal with mutual recognition issue with the highest priority. Program compatibility is highly important because of simplifying customs service procedures between countries through acceptance of every other similar initiative. Pointless complexity can cause contradictory effect.

Anotace:
This paper focuses on the impact of sharing safety data, generated safety information and safety awareness in conditions of General Aviation (GA). Sharing this information can have a significant impact on improving safety in air traffic. This principle is currently being implemented by commercial airlines with positive results, but not yet found the place in the GA due to the high cost of its operation. But these costs can be optimized by determining the appropriate structure and content sharing features for safety libraries. An important problem is how to define data entry. This paper deals with the possible structure of the system to share safety knowledge - so-called safety library, input data and the method of their inserting and overall implementation of the system to normal operation for small operators.

International supply chain security programs target basic elements and coherences of operating the supply chain. Common point of all these programs is minimization of risk of any disruption in the supply chains, support the fluency of trade flow worldwide. Program compatibility is highly important. Pointless complexity can cause contradictory effect. The U.S. was the first country to introduce cargo security and facilitation measures as a counteraction. The EU and international organizations also established new security programs in order to better secure cargo movements across borders. Second part of this article gives an overview of security initiatives introduced by international organizations, the EU and the U.S., with an emphasis on the trade facilitation programs Authorised Economic Operator(AEO) and Customs-Trade Partnership against Terrorism (C-TPAT) and their comparison.

Aviation safety is very publicly discussed topic. Each and every person has own attitude towards safety of air transport. But general attitude of common people is that "safe" operation is when there is no accident. It was for a long time the only way how to measure safety when there was just reactive approach and the only safety indicator was number of accidents per certain period (accidents ratio). But it is quite useless while aviation reached ultra-safe status and accidents are so rare events that it would be ludicrous to label aviation company as absolutely safe just because of the fact that statistic shows zero accidents per few years. New modern approach to safety provides new indicators that may be used before any undesirable outcome of air transport actually happens. It is very essential to be able to measure safety level on operational basis in order to improve it. When just the reactive approach was used, the only way to improve safety was after accident had happened. This article should give basic overview of proactive risk assessment methods that might be used in aviation industry. Proactive indicators are very crucial to be able to determine safety level of organization in order to monitor and predict safety trends and especially measure impact of operational changes, new procedures or regulations. Nowadays there are only a few companies where safety culture and other proactive indicators are used with traditional reactive indicators concurrently. It would be very inappropriate in current so called ultra-safe aviation to improve safety only reactively on the expense of accidents or even human lives.

Anotace:
Implementation of Safety Management System (SMS) for air operators brings some economic costs. Under the principles of implementation the range of SMS need to be as wide as it is necessary in regard with a size of aviation organization and its operating characteristics. This paper deals with the principles of economic optimization in building SMS based on selection of appropriate tools to ensure the safety and established supporting technologies. It introduces basic economic models based on ratio indicators to evaluate the effectiveness. According to experience from other industries describes the experience with the introduction of tools to ensure the safety and use of related technologies. At the end, the article describes the benefits of these industries that have chosen to implement the SMS.

Anotace:
Článek se zabývá systémem řízení bezpečnosti před protiprávními činy (Security management system, SMS), se zaměřením na problematiku řízení bezpečnosti dodavatelských řetězců (Supply chainmanagemetsystem, SCMS). Pro vytvoření systému bezpečnosti dodavatelských řetězců jsou vytvořeny programy, iniciativy, systémy, postupy, technologie a řešení aplikovaná na hrozby dodavatelského řetězce. Jsou to uměle vytvořené systémy, které umožňují eliminovat přirozeně přítomná nebezpečí. Mezi bezpečnostní programy a iniciativy patří například AEO, CTPAT, TAPA, BTA, CSI. Tyto bezpečnostní programy vycházejí se společné platformy, která zajišťuje kompatibilitu jednotlivých bezpečnostních programů a tvoří ji tři základní mezinárodní bezpečnostní standardy WCO SAFE Framework of Standards, ISPS Code a ISO 28000. Každý bezpečnostní program má svůj vlastní způsob řízení SCSM a článek se zabývá také obecným rámcem SCSM (model Gutiérrez a Hintsa, 2006).

Anotace:
V dnešní době zvyšující se intenzity letového a letištního provozu se zvyšuje i potenciální riziko mimořádných událostí. Všechna letiště bez rozdílu druhu provozu jsou těmto rizikům vystavena. Mimořádné události vyžadující akci k záchraně životů a ochraně zdraví a majetku mohou být způsobeny přírodními vlivy, přirozenou lidskou činností spojenou s provozem a úmyslnou lidskou činností. Úlohou letištního pohotovostního plánu je poskytnout koordinovaný způsob řešení mimořádných událostí. Tento příspěvek poskytuje pohled na způsob a proces vytváření letištních pohotovostních plánů s důrazem na jejich tvorbu a implementaci. Ukazuje přístup, jak pomocí metodik procesního modelování dosáhnout vytvoření konzistentního letištního pohotovostního plánu vyhovujícího současným požadavkům. Tato práce byla podpořena grantem Studentské grantové soutěže ČVUT č. SGS12/165/OHK2/2T/16.

Air Accident investigation should lead to uncovering the causes that precede the accident. The cause of every accident is a set of factors and sequence of events leading to its creation. During the investigation of air accidents is necessary to understand all these factors and sequence of events. Only in this case, the investigation of accidents has the impact on the safety of the aviation industry. Giving the right name to the causes, circumstances and sequence of events leads to the correct formulation of remedial actions and the creation of security defences. Only in this case, we can also consider building a predictive and proactive approach to safety. This article discusses the current approach to the investigation of aviation accidents and compares the current situation in the Czech Republic, the USA and Great Britain. This paper focuses on developing safety in civil aviation. It gives general overview of measuring safety and possible safety indicators. For modern era of aviation safety it is specific that it is ultra-safe. Therefore it is very hard to measure safety level in traditional way by lagging indicators like accident rate. It is very vital for improving safety to be able to measure it especially after major operational changes in company. Only accident rate is not good enough to label company as safe. Proactive safety is mostly based on establishing safety culture and creating leading indicators. Leading indicators are important because it gives information about current safety level even during casual everyday operations without encountering undesirable outcomes. It is supposed to provide signals or early warnings to prevent failure.

Anotace:
In 2009 EU Directive 2003/87/EC for inclusion of aviation into the EU Emissions Trading Scheme (EU-ETS) came into force. From January 2012, the EU-ETS will cover virtually all flights departing or arriving in the EU. As aircraft operators will be required to hold emission allowances for all flights that are subject to the EU-ETS, the economical impact of the system are currently being discussed. This paper aims at describing of current problems of EU-ETS, introducing methods of CO2 monitoring and it describes economical and ecological impact of EU-ETS.

Each aviation organization or company deals with the broadcast of important information, changes and recommendations through operational handbooks and manuals. The biggest problem of operational documentation are descriptions of individual operational actions which are characterized as unsystematic. The described actions frequently have several alternative procedures, parallel procedures and they comprise conditional behaviour. Apart from hazards resulting from incorrect realizing and interpretation of gathered information, it gives rise to higher time-consumption during its conduction. This often results in increase of running costs and hidden safety risks. In such situations, it is ideal to use an application of object-oriented approach towards a certain part of operational manual. Moreover, creation of an appropriate graphical model describing operational actions is handy as well.

Vědecká monografie Moderní sledovací systémy v letecké dopravě je publikací, která se zaměřila na problematiku těchto systémů v letecké dopravě, především na radarové systémy a systémy zpracování radarových informací. Sledovací systémy představují jednu z úloh, kterou zajišťuje zabezpešovací letecká technika při podpoře poskytování letových provozních služeb. Pojem sledování pochází z anglického výrazu pro prosředí technikého zabezpečení letových provozních služeb a to CNS (Communication Navigation Surveillance), kde surveillance je výraz pro sledování. Princip odrazu elektromagnetických vln od kovových předmětů byl objeven v roce 1886 Heinrichem Hertzem. První pokusy zaměřování objektů pomocí radaru jsou publikované už roku 1904 technikem, věnujícím se vysokofrekvenčním zářením, Christianem Hulsmeyerem. V roce 1935 prezentovali angličtí vědci Robert Watson-Watt a Arnold Wilkins svoji technickou zprávu o zaměřování letadel pomocí radaru. Od toho období prošly systémy sledování - radary poměrně dlouhou cestu ve svém vývoji až k současným systémům sledování.

There are a lot of stakeholders involved in ensuring of aviation safety, thus it is fairly hard to implement all safety requirements into such a complex system. There is a need for a new way in describing of operational procedures, because description in written form is not appropriate anymore. A very appropriate tool for this purpose is UML (Unified Modelling Language), it provides plain and standardized view of the whole system; hence it can help to avoid control lags and dangers resulting from misunderstandings in operational procedures and consequently reduce total operational costs and risk. There is a revision in understood of safety in recent years; concept of safety has changed from mere authority requirements to vital business process of company. Safety as business process considers that failure is caused by combination of different factors, thus it is essential to implement safety management system into a whole company structure. Foundation of small international airports is mainly realized by geographical administrative unit of State. Therefore effective exploitation of foundations is essential for them. Operations at airports are performed economically with the major emphasis on operational perspective. The lack of financial resources causes restrictions in operational safety, especially in the organization field of airports and in the field of operating human sources. In many cases, these facts do not allow deeper intersection and more intensive concern with the practical side of operational safety risks resulting from concrete circumstances of a particular airport. Last decade, costs for ensuring of safety and security in aviation increased rapidly, thus airports have very tight budgets, especially small airports. A lack of funds consequences, that there are not enough of safety and security specialist at the airports; hence most safety and security requirements are met just formally. Possible solution of this situation is deploying of risk assessment tools and UML; combination of these tools can provide acceptable level of safety and security with significantly lower costs than conventional ways can provide. This paper outlines the current situation in airport security, its risks and dangers. System tools, through which it is possible to eliminate hazards and reduce risks are described. It is also possible to revise and devise safety standards through the system tools. Below is a contribution to problems of a systemic approach to human factor. The methodology of UML is the needed system tool. The concept of extended graphical model of the human factor is presented here.

Anotace:
Príspevok sa venuje súčasným prístupom k bezpečnosti (security) leteckej dopravy. Nákladná letecká doprava sa môže stať prostriedkom nelegálnej prepravy rádioaktívnych látok a zdrojom vzniku rôznych druhov hrozieb. Dôležité je preto vytvoriť v tejto oblasti dôkladnú analýzu založenú na systémovom prístupe, ktorý do každého celku prináša zlepšený prehľad a orientáciu. Systémový prístup v širších súvislostiach umožňuje objektové modelovanie pomocou nástrojov jazyka UML. Je využiteľné vo všetkých sférach priemyslu, služieb a dopravy. Možnosti uplatnenia tejto metodiky sú v príspevku popísané a prakticky využité. Ďalšia časť sa venuje systémovému prístupu k otázke ľudského činiteľa operátorov detekčných zariadení bezpečnostej kontroly letiska. Rozšírený je základný model ľudského činiteľa SHELL. Na základe jeho popisu je vytvorený UML model.
