Anotace:
The presented research investigates the impact of interference on the performance of aircraft Global Navigation Satellite System (GNSS) receivers with a specific focus on the behaviour of Automatic Dependent Surveillance-Broadcast (ADS-B) position quality indicators. Several experiments were performed with different aircraft types, such as Airbus, Boeing, Beechcraft King Air B350 or Tecnam, and using various intensities of GNSS jamming. The behaviour of various quality indicators, such as the Navigation Integrity Category, Navigation Accuracy Category, Source Integrity Level and System Design Assurance transmitted in different types of ADS-B messages, is analysed. We investigate not only situations where the quality indicators drop to zero, but also the complete evolution of the changes in the indicators as a function of the increasing power of the jamming signal. Based on the analysis of changes in the ADS-B quality indicators, the estimation of the most likely interference signal power required to discontinue the tracking of an already acquired GPS L1 Coarse/Acquisition signal is made. Additionally, the interference signal power to prevent re-acquisition is also estimated. The findings improve the understanding of interference effects and can support the development of robust interference mitigation techniques in aviation applications.

Anotace:
The U-space implementation within airspace management has led to the emergence of research activities focused on information exchange between U-space stakeholders. U-space requires information exchange among various entities, including the Air Navigation Service Provider, U-space Service Provider, Common Information Service Provider, Unmanned Aircraft Systems, and remote pilots. This information must be secured. European Part-IS addresses information security risks by establishing processes to safeguard information used, transmitted, or received during U-Space operations. This paper investigates whether the System-Theoretic Process Analysis for Security (STPA-Sec) can ensure compliance with EASA Part-IS information security risk assessment requirements. By applying the analysis to the CISp operation concept and comparing the outcomes with Part-IS requirements, the results indicate that while STPA-Sec effectively identifies potential security vulnerabilities and hazards, it does not provide specific mitigation recommendations. Therefore, while STPA-Sec can inform the development of security strategies, additional steps are needed to fully comply with EASA Part-IS requirements.

Anotace:
This research paper focuses on comparing the definitions and duplication of different Unmanned Aircraft Traffic Management (UTM) services across different concepts around the world. The paper presents a comprehensive overview of the definitions of each UTM service and analyses how these concepts differ or are similar across regions and international contexts. In addition to the uniqueness of UTM services from the point of view of definitions, the paper tries to determine their influence on capacity from the point of view of defined parameters that emerged from the search of available publications. Based on the mentioned analysis, there were identified 114 UTM services, from which only 44 are unique.

Anotace:
The management of the operation of unmanned aircraft systems and their integration into the common airspace faces various challenges, among which those associated with determining the airspace capacity can also be included. This paper focuses on this challenge and proposes an approach to determine the airspace capacity through the utilization of mathematical modelling, algorithmization, and statistical methods. The constructed model accurately determines airspace capacity, considering factors such as aircraft size, control methods, and potential conflicts resolved at the strategic level of traffic management. Results from simulations demonstrate the model’s validity and effectiveness, highlighting its potential application in planning and evaluating services that are provided to unmanned aircraft.

Anotace:
The future development of aeronautical navigation foresees an infrastructure rationalization of radionavigation aids with the aim of maintaining only the Minimum Operational Network, which brings benefits in terms of operational cost savings, promotes sustainability and optimal use of the radio spectrum. To ensure that the necessary navigation performance is preserved, the Distance Measuring Equipment (DME) plays a significant role, as DME/DME navigation is a short-term contingency solution when Global Navigation Satellite System is unavailable. Therefore, new DME ground stations are put into operation even though other navigation aids are being decommissioned at the same time. This paper addresses a question of possible DME network rationalization by developing a software model using a combination of a rule-based model, approximating of airborne DME interrogators interacting with DME ground transponders, with the implementation of the Gradient Boosting Regression to predict load of DME ground stations. The model is validated by comparing the results with the real load data obtained from an Air Navigation Service Provider. Several test cases are performed to evaluate the capability of the European DME network, simulating a reduction in the number of en-route DME stations and increases in air traffic using clustering methods. The results show that the ground station load limit was rarely reached, demonstrating the robustness and the potential for rationalization of the DME infrastructure.

Anotace:
The paper is focused on ensuring fair access to airspace by defining priorities in the area of unmanned aviation. Besides that, we explore existing approaches and strategies and propose novelties to enhance safety and efficiency. By addressing these issues, fairness and prioritisation are essential enablers, to establish operations of a large number of drones, and thus to ensure a wide range of benefits of drone and U-space operations. To achieve this, a thorough analysis of existing approaches towards ensuring fair priorities has been conducted, taking the example of manned aviation and proposing a new approach. The outcome is a list of UTM priorities and defined limitations that still need to be overcome.

Anotace:
The development of unmanned aviation is constantly accelerating and is currently in a situation where it is necessary to pay very close attention to the harmonization of regulations across countries to achieve a unified environment as is already known worldwide from manned aviation. The aim of this paper is to highlight the challenges facing the harmonisation of the operational environment of unmanned aircraft systems in the European Union and the needs that are constantly emerging. Thus, the approaches of individual Member States and Associated States, the level of implementation of harmonised regulations and their national deviations are being analysed. Based on this analysis, the different diverging requirements and approaches are identified and the challenges to be met in the coming years are defined, to consider the EU environment as harmonized also for UAS operations.

Automatic Dependent Surveillance – Broadcast (ADS-B) and Multilateration (MLAT) systems are nowadays one of the broadly used aviation surveillance systems, taking advantage of their capabilities to accurately detect targets’ position at significantly lower cost compared to conventional Secondary Surveillance Radars (SSR). Research and development are constantly being made in the industry to improve the capabilities and robustness of these systems and thus enhance the safety of air traffic. One of the parameters that are worth to be studied and that could be utilized by the systems for the improvements stated above is the received signal power of the Mode S Downlink Format (DF) messages transmitted on 1090 MHz by aircraft. This paper analyzes whether the signal power value parameter could be used to improve the functionality of real MLAT systems. A measurement of signal power received from aircraft flying in typical flight levels had been done using a real 1090 MHz receiving ground station and the measured values were compared with theoretical expectations. The results showed the measured values of the received signal power to a certain level correspond with the theoretical expectations.

Cílem analýzy vhodného způsobu začlenění informací o provozu UAS do činností stanoviště služby řízení je popis konkrétní varianty, kterou lze zajistit bezpečnou integraci bezpilotního provozu a s tím spojené požadavky na letové provozní služby, je-li tento provoz prováděn ve vzdušném prostoru U-space a zároveň řízeném vzdušném prostoru. Jedná se o výsledek CK01000185-V3 a naplňuje popis: „Výsledkem bude analýza začlenění přehledových informací o UAS do procesů a činností stanovišť služby řízení letového provozu. Bude vyhodnocovat různé možnosti distribuce přehledové informace na stanovišti řízení. Analýza bude rovněž obsahovat návrh způsobu, jakým budou informace spojené s provozem UAS zobrazeny.“

With the expanding electrification in all sectors of transport, it is necessary to look for new efficient solutions for propulsion systems for use in air transport. One of the approaches can be the use of electric ducted fans (EDFs), especially in, but not limited to, the case of unmanned aerial vehicles with vertical takeoff and landing. This concept has been known for several decades but has been used very little and therefore has been almost unexplored. This opens up opportunities for investigating the performance characteristics, electrical consumption or efficient thrust vectoring of EDFs with respect to their design and operational use. The presented study therefore deals with the influence of the EDF design change on its performance characteristics. These design changes mainly concerned the geometry of the cowling, i.e., reduction and increase of outlet cross section, and arrangement of fans, i.e., one- and two-rotor specification. The comparison was based on measuring of vertical thrust and power consumption during static testing. The results showed that the increasing outlet is the most suitable construction for the generation of vertical thrust during static testing, considering the specifically used EDF construction arrangement. Based on the findings, it can also be concluded that EDFs are a suitable option for use in unmanned aircraft as a competition to other propulsion systems.

The operation of unmanned aircraft systems in shared airspace can serve as an accelerator for the global economy and a sensitive addition to the existing mix of transportation modes. For these reasons, concepts of Unmanned Traffic Management have been recently published, defining advanced rules for all potential participants in the operation of unmanned systems. Airspace primarily dedicated to automated unmanned system operations, referred to as U-space in Europe, needs to be designated with consideration for the surrounding airspace. This is especially important in cases where the airspace is controlled, and when declaring U-space airspace, it is necessary to pay particular attention to the density of surrounding air traffic. The goal of this article is to assess the suitability of establishing U-space airspace for Urban Air Mobility in terms of traffic density in a controlled area above the selected metropolis, which is Prague, Czech Republic. To achieve this goal, data on air traffic in the given area were analyzed to obtain precise information about the traffic distribution. Areas in which the establishment of U-space airspace is possible both without implementing dynamic reconfiguration and with the application of the dynamic reconfiguration concept were also selected. The result is the determination of whether it is possible to establish U-space in airspace, as in the analyzed case of the Ruzyne CTR, U-space can be introduced in 83 % of the territory.

Výsledek je nezbytnou součástí projektu, jelikož vedle definované koncepce jsou nutné také správné postupy pro její využití a zavedení do praxe. Hlavním přínosem výsledku je snazší a urychlená implementace postupů PinS v ČR.

Bezpilotní systémy rostou na popularitě a dostávají se čím dál více do povědomí veřejnosti. Pronikají do různých oblastí využitelnosti. Jejich počty se neustále zvyšují a plány s jejich využitím do budoucna rostou. Je tak nezbytné korigovat a regulovat jejich provoz. Zároveň se bezpilotní systémy pohybují ve velmi nízkém vzdušném prostoru, který je společným prostorem i pro letectví s pilotem na palubě, a tak zde může dojít k naplnění jeho kapacity. Plány pro jejich regulaci jsou tedy na místě a je nutné včas podchytit možné přehlcení vzdušného prostoru. Bezpilotní systémy by měly být provozovány v koexistenci s letectvím s pilotem na palubě ve stejném vzdušném prostoru a nemělo by docházet k jejich vzájemné segregaci. Je tedy zapotřebí využívat stejný vzdušný prostor se společnými pravidly provozu pro oba druhy subjektů. O jejich vzájemnou koordinaci by se v budoucnu mělo postarat evropské řešení uspořádání letového provozu – U-space. Právě tento dokument, který je výsledkem projektu s názvem Návrh řešení implementace U-space pro Českou republiku přináší inovativní postup pro návrhy prostorů U-Space ve vzdušném prostoru ČR, tedy možnost, jak určit kde by U-space měl být vytvořen a pro jaké případy provozu by byl komerčně vhodný.

Cílem Provozní koncepce U-space pro ČR je komplexně definovat subjekty, procesy, data, vztahy a dopady implementace U-space v České republice. Provozní koncepce U-space pro ČR tak slouží jako generální dokument pro implementaci U-space v ČR ze systémového pohledu. Jedná se o výsledek CK01000185-V1 a naplňuje popis: „Celková provozní koncepce U-space pro ČR bude založena na nově připravované legislativě a bude zohledňovat budoucí požadavky na integraci UAS provozu. Koncepce bude rovněž reflektovat spektrum postupů a zkušeností, které zakomponuje při vytváření integračních zásad. Budou definovány role všech zainteresovaných stran a navrženy datové vazby mezi ŘLP, FIMS manažerem a poskytovatelem služeb U-space s definováním všech vstupů a datových toků pro zajištění dynamických informací o vzdušném prostoru.“

Cílem této studie je navrhnout koncept provozu (CONOPS postupů PinS a LLR) a příslušnou studii bezpečnosti (Safety Study) umožňující využít přístrojové postupy pro lety vrtulníků (přiblížení, přistání, odlety, traťové lety) v neřízeném vzdušném prostoru a pod minimální výškou pro radarové vektorování, přičemž bude dosahovat akceptovatelné úrovně provozní bezpečnosti. Pro splnění tohoto cíle je třeba využít nejlepší praxi existujících postupů, identifikovat překážky současného prostředí a navrhnout jejich odstranění, definovat základní předpoklady bezpečných postupů, navrhnout koncept provozu pro PinS a koncept provozu pro nízké letové tratě (LLR – Low Level Routes), zhodnotit provozní bezpečnost navržených řešení, provést ekonomickou analýzu zavedení konceptů provozu a zhodnotit provozní přínosy při implementaci konceptů provozu, včetně analýzy dopadů na jiné uživatele vzdušného prostoru.

Anotace:
The focus of this paper is to compare methods for safety evaluation of specific UAS operations. The UAS domain is constantly evolving and with this development comes new types of operation that have no analogy in the past. The core of UAS operation, like of the entire aviation industry, is achieving an acceptable level of safety, for which a specific operations risk assessment method, known by SORA, has been developed. SORA is a ten steps method designed for use by safety amateurs, which means that some generalization had to be done in its development. On the other hand, current state-of-the-art safety methods are systemic, which helps with the complexity of aviation operations these days. The goal of this paper is to compare SORA methodology with STPA and FRAM applied to specific complex UAS operations and to find safety gaps when applying SORA. The results identified system requirements that are not currently addressed and may have a negative impact on the safety of UAS operations.

Unmanned aircraft systems are growing in popularity with both the public and private entities, penetrating various areas of human activity as they develop. Their numbers are steadily increasing. Plans are tremendous with unmanned aircraft systems, so it is important to correct and regulate their operations. The operations of the unmanned aircraft systems can fill the capacity of very low-level airspace, which is common airspace even for manned aviation. They need to be captured in time so as not to hinder the possible development of new technologies. The paper sets out a methodology that can be used to divide the very low-level airspace and assess it based on the potential risk associated with the operation of unmanned aircraft systems and based on the methodology, a final determination of U-space airspace creation for the Czech Republic is developed.

Anotace:
The paper is focused on urban air mobility and its future integration into common airspace and urban transportation. Urban air mobility is seen as the third dimension for urban transportation, but its integration into cities needs a completely new approach. To find out the perspective of possible future users of urban air mobility, a questionnaire was created comparing the various options for urban transport. The result is the determination of the suitability of integrating and using Urban Air Mobility in cities according to the public's opinion. The conclusion showed an important point, that the selection of respondents for public acceptance studies of UAM should be city-related for the results to be valid.

Cílem koncepce národního výcvikového centra (NTC ARFF) je navrhnout a zhodnotit možnosti vytvoření NTC ARFF pro Českou republiku. Národní výcvikové centrum pro složky zajišťující hasičskou a záchrannou službu na letištích v České republice by umožnilo zajišťovat specifický výcvik pro personál, který by dostal specifický trénink zaměřený na leteckou dopravu, a tedy by dokázal řešit specifické situace, na které není prováděn všeobecný výcvik HZS. Vzhledem k tomu, že letiště a heliporty jsou klasifikovány v 10 + 4 kategoriích a pro výcvik je zvoleno 5 + 3 úrovně znalostí personálu, je nutné, aby NTC ARFF CZ odpovídalo těmto úrovním. Cílem návrhu NTC ARFF je zajistit potřebný výcvik vztažený k leteckému provozu, centrum nemá duplikovat výcvik poskytovaný HZS ČR.

Návrh a způsob ověření odborné přípravy ARFF je výsledek projektu TIRAMD905 a obsahuje navržený způsob jak ověřovat a hodnotit odbornou způsobilost členů ARFF v navržených oblastech teoretického přezkoušení, praktického přezkoušení a přezkoušení na pracovišti. Zároveň obsahuje checklisty pro zajištění souladu ARFF s legislativními požadavky a ukázky vhodné výzbroje pro ARFF na letištích od kategorie 3 výše.

The paper is focused on the safety of future traffic of unmanned aircraft systems in the U-space airspace. U-space is a European concept for the organization of unmanned traffic and as such must ensure an acceptable level of safety so that safety is not decreased by the gradual integration of unmanned traffic into the airspace. The aim of this paper is to identify, based on the application of the STAMP and FRAM system methods, whether all regulatory elements that could have an impact on safety are established. The result is the identification of a gap in the regulation in the training, where the procedure for unmanned aircraft is not exactly defined, which can mean a safety hazard.

Anotace:
Unmanned aircraft systems have undergone rapid development in the last decade. This technological advancement allows their use in industry and other sectors of human activity. However, in order to increase their area of deployment there is a need for safe and effective way of harmonizing this type of operation with other current airspace users. Within the European Union this concept has been designated as U-space airspace. Through the provision of U-space services, the combination of unmanned and manned operations in the same part of the airspace is possible. The required technology for creation of U -space airspace is ready. Nevertheless, at this moment there is no tool through which it would be possible to determine the suitability of introducing U -space airspace in the selected areas. This is the area that this paper focuses on. Purposefulness of four scenarios was evaluated and general method determining the suitability of the creation of U -space airspace was created.

Anotace:
This paper is focused on the analysis of the applicable technologies of the e-ID for UAS and the identification of key barriers that need to be mitigated when the technologies are implemented into the airspace. The approach is focused on the system evaluation of airspace from the point of view of the possibility of integrating unmanned operations using U-space airspace. The use of U-space airspace in different parts of the current airspace classification entails different requirements for surveillance and anti-collision technologies. Current technologies are therefore evaluated against different airspace structures and obstacles are identified that prevent their use and the overall integration of unmanned aviation into airspace. The biggest obstacle found is a uniform reference height system, which does not yet exist. To implement it, a proposal has been created which, with the help of U-space service providers, will make it possible to ensure a uniform reference height for drones, thus helping to continue the integration.

The paper is focused on developing a method by which UAS detection systems can be compared and determining the most appropriate UAS detection systems for potential customers. The method is based on a comparison of the specific values of individual UAS detection systems, which vary in their relevance to the different potential customers. Depending on personal preferences, everyone then sets the weight of the given values. Each potential customer has different requirements, claims, and criteria for selecting the UAS detection system, so the method is designed for compatibility in each situation. This means that any potential customer will be able to follow this method and any selection of UAS detection systems can be used for comparison.

Anotace:
The aim of this paper is to propose a defence strategy of Vaclav Havel airport Prague against UAS. The first part addresses the importance of the largest airport in the Czech Republic and the resulting need for its protection. The following section defines the CUAS and explains the different approaches towards the cooperative and noncooperative drones concerning safety and security. The paper also divides individual CUAS systems according to the technologies they use and determines if they are suitable for use at a public international airport. Afterward the defence strategy was created from suitable options including both active and passive surveillance systems. In the end, the evaluation of the proposal was done in terms of range, scalability, and economy.

Tento dokument je výstupem projektu TJ02000048. Jedná se o výsledek TJ02000048-V2 Výzkumná zpráva obsahující postup tvorby standardních scénářů a postup hodnocení bezpečnosti. Obsahuje současný stav oblasti bezpilotních systémů v ČR, aktuální provoz, evropskou harmonizovanou legislativu a klíčový prvek, hodnocení provozní bezpečnosti pro získání požadavků na sepsání ustanovení do standardních scénářů. Výsledek tvoří podklad zobrazující současné provozní prostředí a důvody vzniku definovaných sedmi scénářů ve výsledku TJ02000048-V1. Konkrétní popis výsledku dle závazných parametrů projektu TAČR zní: „Souhrnná výzkumná zpráva bude obsahovat podrobnou analýzu provozních podmínek v prostředí ČR, která bude dále využita k vytvoření konkrétních standardních scénářů (STS) a posouzení vlivu na bezpečnost provozu. Z této analýzy bude možné zjistit, jaké STS se jeví jako nejvhodnější k vytvoření a stanoví počet. Zpráva bude dále zamýšlet i provoz budoucí, pro který v tuto chvíli nejsou nastaveny vhodné provozní podmínky. Tato zpráva výrazně podpoří dosažení hlavního cíle projektu.“

Automatic dependent surveillance has been becoming one of the technologies for aircraft surveillance. ADS-B messages which are broadcast from the aircraft to the ground contain many valuable information about the state and position of the aircraft. This paper presents more options for airline and airport operators how to utilize the information derived from the ADS-B messages. Particularly it deals with unstabilized approach detection, evaluation of the navigation integrity and arrivals and departures recording.

The ADS-B system is one of the key pillars of the future surveillance infrastructure, where the provided position information is predominantly dependent on the availability and quality of GNSS position information. The article presents the findings obtained during a real-time measurement in which the GNSS receiver within the multi-mode receiver (MMR) on the B737 MAX was interfered. In addition to identifying the power level sufficient to disable the GNSS receiver on this aircraft, the article further describes the behavior of the ADS-B system under jamming conditions. The experiment was performed on the ground, i.e., both the aircraft and the jammer were stationary during all phases of measurement.

Anotace:
In accordance with harmonized European legislation and an innovative European approach to the integration of unmanned aircraft systems into the common airspace (U-space), it is necessary to address unauthorized operation in areas that prohibit or restrict the operation of unmanned aircraft. The aim of this paper is to determine the methodology and verify its functionality for intervening against the unauthorized intrusion of drones into the geographical zones for unmanned aircraft systems. Harmonized European rules set out the requirements for the regulation of traffic by means of geographical zones. Given the scale of operation and accessibility of drones on the market, it is objectively necessary to design procedures for taking appropriate action against potential intruders in these geographical areas. Possible types and specifications of unauthorized incursions are identified and the adequacy of the proposed interventions evaluated using the proposed scale.

Anotace:
Spreading the use of drones is seen as a fundamental step to exploit the economic potential of this new part of aviation and to support the further development of the economy. However, the expansion of the use of drones has many obstacles in its way that must first be overcome. This paper focuses on the development of drones and searches for ways to support them. The aim of the paper is to uncover the issues of spreading the use of drones. Considering new harmonized European legislation, it is possible to come across traditional airspace users, or even the general public, who may oppose the development. Based on the attitudes of all stakeholders in the current complex system of air transport operations, including its predicted future, it was possible to define three basic groups of issues of spreading the use of drones. These are social, technological, and systemic issues. Each group is defined by several issues that hinder the rapid development of the unmanned industry. The elimination of the identified issues could allow the spreading the use of drones one step further.

Anotace:
The aim of this paper is to determine the role of Common Information Service (CIS) in the U-space environment. Ensuring the correct role of the CIS and all high-level connections is the first step to implementing U-space in specific airspace and as such needs to be finished as soon as possible. The paper is based on the current state-of-the-art in the field of drones and the development of the integration of drones’ operation into airspace. Options considered are based on analysing existing solutions in Europe and in the world, and the development of regulations leading to the current draft of U-space legislation. The paper presents two main possibilities of connections between U-space stakeholders and sets out eight criteria according to which both options are compared. This comparison results in considering feasibility for both options, but the one where the CIS plays a central role through which all information flows is evaluated as better.

The paper is focused on performance of security screeners at airports. There are requirements for performance level that need to be achieved to comply with aviation security rules. The first step needed is to measure, evaluate the current performance level, which will then lead to proposal of improvements in training and procedures. In the paper is described approach to evaluate the current performance and proposal of reducing security screeners’ fluctuation, which generally lower the overall performance.

The communication between a pilot and an air traffic controller itself is vital and due to the large volume of traffic is increasingly time consuming. Often, it is very difficult to establish a connection with a station due to the overload and high occupancy of a given frequency. This situation results in increased pressure on flight crews and air traffic controllers. It is also potentially dangerous and unwanted in time-critical situations. Naturally, there is a need to reduce the time of the communication and create enough space for further potential radio contact. The call signs are an integral part of each radiotelephone connection and themselves taking up a certain time interval from the whole communication. These identifications are often the cause of accidents and incidents, so it is vitally important to apply the highest safety standards to their usage and design. The issue is closely related to the human factor. Call signs, specifically their length in terms of the number of symbols, should be reduced as much as possible to the acceptable minimum. There have been several attempts by EUROCONTROL and air companies themselves to solve the call sign similarity problem in the recent past, but none have been focused directly on reducing the occupancy of frequencies by shortening the call signs. It is necessary to examine in detail the impact on safety using different methods of reduction in the number of symbols the call signs are composed of. The result of this process will be the lowering the occupancy of frequencies, easier establishment of first connection, easier use, and greater overall effectiveness in the use of airline call signs. There is also an impact on the financial aspect of providing air traffic control and air traffic services in general. Especially in terms on the number of active personnel and the amount of technical equipment needed for the individual workplaces and stations.

Presented work is primarily oriented on the experimental verification of the influence of fatigue on the psychological condition of the flying personnel, using psychological and performance tests. For the evaluation of a pilot performance, the 24 hours experiment was conducted. In total, eight subjects participated in the experimental measurements. Eight participants went through several tests, including simulator flights, to investigate the effects of the fatigue on the results of psychological measurements. Measurements included workload evaluation, using NASA task load evaluation concept and performance testing, using the so-called OR-test. Significant statistical differences between measurements performed during 24 hours were not found in the case of NASA task load Scores. In the case of OR-test, Friedman ANOVA and subsequent post-hoc analysis show that the greatest decrease in performance was observed in approximately 22 hours of wakefulness, i.e. approximately in half of the measuring process. The concept of 24-hour measurements for the quantification of fatigue is not commonly used yet as well as objectivization using performance testing. As the apparent effect of fatigue is mainly on performance testing results, it can be argued that this work could serve as a basis for further studies on fatigue. Also, it could serve as a support for introducing new pilots' psychological testing procedures in the future, which could contribute to current efforts to improve aviation safety.

The article deals with the Point-in-Space Approach use within HEMS (Helicopter Emergency Medical Service) operation. In this analysis are introduced model situations, on which the HEMS obstacles are apparent. Usually the problems consist of inappropriate airspace layout, insufficient heliport lighting and equipment as well as of missing approach procedures. Eventually, all the factors were considered in the final table showing PinS Approach potential in every mentioned situation, categorized according to its importance.

This paper focuses on the increasing possibilities of detecting GNSS interference. The interference could significantly harm the user of GNSS signal, which can be used even for safety related services. Therefore, there is an increasing need for system capable to detect the GNSS interference. Moreover, when the protected area is larger, such as airport or perimeter of amilitary base, the need for correct positioning of the interference detection system is of the same importance as the system capabilities. In this paper, methodology for detector stations arrangement is evaluated to enable maximum benefits, i.e. to limit the risk of a failure to localize the position of the source of GNSS interference. The methodology could be used for any type of interference detector to propose optimum arrangement of the detector stations and to evaluate overall coverage of the specific interference detector constellation.

Anotace:
This paper addresses the implementation of Performance Based Navigation into general aviation aeroplanes, especially from the perspective of flying personnel. At first, theoretical analysis is made to clarify newly introduced legislation, and the biggest differences in construction of procedures from conventional navigation are stated. From perspective of the flight crew, new training is required to qualify to fly PBN procedures. As a result, there is a need for a methodology of PBN procedures flying in the form of ―good practices‖, independent of the aircraft type. It is obvious that such a methodology would be highly dependent on the navigational system used, so the most commonly used avionic system in the Czech Republic is found out. The last part focuses on the usage of PBN in the Czech Republic compared to other states in Europe and possibilities for future development are stated.

Since the beginning, aviation has been exposed to the risk of threats of unlawful acts, such as attacks, hijacks, or bomb attacks. The priority of current safety systems is to eliminate the risk of possible unlawful acts to critical infrastructure. However, tightening the net of security checks has a downside - individuals or organizations execute the act of violence even before the baggage security check done by mainstream spectroscopic methods. Thus, airport terminals with large crowd concentration are becoming a perfect target for terrorists to attack. A factor contributing to forming a crowd is a thorough, time-consuming security check. In a short time, the crowd concentration rapidly increases in an unsecured perimeter and as such, is an easy target. Man-made explosives, as well as several military, industry or difficult to access, have a common component - ammonia. Bombs could be made by various forms of ammonia, like ammonium nitrate, chloraminȩ or a compound of ammonia and aluminum oxide. For that reason, the detection of ammonia present in airports becomes a frequently discussed topic among aviation security experts. The paper aims to create a concept of the sensory network able to monitor in 2D or localize a source of ammonia trace elements. The proposed idea is intended to use in airports, but the concept is also applicable in places where a noninvasive and contact-less passenger or baggage security check is needed.

Anotace:
This paper focuses on the provision of the Aerodrome Flight Information Service (AFIS) in the Czech Republic. It examines the functioning and the requirements on the AFIS from the view of the national audit office. Specially, it examines current requirements for the training system of new AFIS officers. Based on these findings, and by comparing the AFIS with Air traffic control service (ATC), the author of the article attempts to assess whether the current training system and the requirements for the applicants are sufficient by comparing the AFIS with the Air traffic control service. The result of the analysis is the presentation of hypotheses concerning new proposals and recommendations that could be adopted to the training and regulatory framework in accordance to the fact, that AFIS belongs to Air traffic services ATS.

This study presents the issue of fatigue and its quantification by the means of psychophysiological indicators. For the purpose of the study, 24 hours experiment was proposed consisting of eight about an hour long simulated IFR flights. Eight students of the Department of Air Transport, Faculty of Transportation Sciences, Czech Technical University in Prague participated in the study, all with comparable theoretical and practical skills. During individual flights, ECG curve was recorded as a heart activity signal. From the ECG signal, individual RR intervals were extracted and subsequently an analysis in three areas was performed: time and frequency analysis and analysis by the means of Pointcaré plot. The acquired data were statistically evaluated and compared. Based on Friedman ANOVA and subsequent post-hoc analysis, statistically significant differences between first and sixth measurement were identified, which corresponded to the circadian low. It is also possible to claim that Pointcaré plot appears as a suitable means for fatigue quantification.

The aim of the article is to present a software design for the design and adaptation of flight routes and spaces, or respectively, of the Air Traffic Control sectors. Presented system uses the means of virtual and augmented reality. The functional and non-functional requirements that led to the software design of the introduced system were defined. Functionality has been verified by a partial implementation in C# language. With regard to real visualization in 3D, the future use of the system in air traffic control training is intended. There are also several visions of the future that could fairly change the air traffic control rules. Therefore, it is also intended to make the system flexible enough to be expanded for further applications.

This paper introduces a vector approach extension of basic and popular concept for risk evaluation tool - risk matrix. Due to the development of new risk analysis methods, it is appropriate to consider upgrades or extensions of the existing risk evaluation methods. Inspiration for the extension can be Failure Modes and Effect Analysis (FMEA). FMEA is a well-established method for safety and reliability improvement in various industries. A Risk Priority Number (RPN) is used by the method to evaluate risk and determine a failure mode priority in FMEA. However, RPN is not a sufficient tool for risk evaluation of the process deviations but it can be an inspiration for the extensions of risk matrix detectability. The extension requires a change in the evaluation and in the presentation of the results. Application of the vector display during the RPN evaluation process can be useful for the method accuracy and for the presentation of the results.

Anotace:
Advisory procedures are meant to be simple operation procedures based on the use of GNSS when flying under VFR, without degrading flight safety. To prove that procedural steps or predetermined manoeuvres are beneficial for pilots, it´s done underwent a series of testing. It was used observation of physiology parameters to obtain quantitative values of the level of psychical condition on testing subjects during VFR flight on simulator with and without GNSS in use, to determine if proper usage of GNSS decreases workload of pilots. The study was attended by 9 students of the Department of Air Transport, CTU in Prague, Faculty of Transportation Sciences. The measured data was collected in the form of bio signals using the VLV-LAB system. For the purposes of evaluating the psychophysiological status of the pilots, a heart rate record was chosen as the main indicator – heart rate variability (HRV), i.e. duration of each R-R interval. Measured data was evaluated by standard methods in the time domain. All measured subjects had a decrease (meanHR), respectively increase (meanRR) of given parameters in with-GPS measurements compared to without-GPS measurements.

Anotace:
This article discusses the influence of an aircraft stand width on turnaround time of a typical short-to-mid haul airplane. The first part of the paper describes a typical arrangement of ground vehicles during the process of airplane terminal servicing. This is followed by an identification of possible difficulties that can occur when those services are performed on the aircraft with maximal wingspan for its class, parked on the NOSE-IN stand designed precisely to the minimum requirements of the regulation that is not equipped with a hydrant system. The second part compares turnaround times for the same aircraft type being serviced with or without those collisions that has been identified. The comparison is done both for a base station and an en-route station, where some ground vehicles are not involved. The final part of the paper is dedicated to the discussion of the influence of the aircraft stand width on the minimal turnaround time

Anotace:
This paper is focused on approach procedures and related noise impact on settlements close to airport. The objective is to evaluate four operational noise mitig ation measures for Vaclav Havel Airport Prague runway 24, which is the most used runway at this airport. Evaluated mitigation measures are increased glide slope angle, curved approach, two-segment approach and displaced threshold. Based on MATLAB modelling, these measures are compared and the best one is chosen.

Ever-changing situation in the aviation demands a change in flight training programs that would reflect present needs and threats in contrary to the traditional training that didn’t changed much for decades. Therefore, new alternative training concepts have been developed that cover these needs. However, these concepts do not apply to initial training which seem to be a crucial phase of a pilot training. Thus, the aim was to create a software solution that would identify individual flight maneuvers and evaluate them so that the overall evaluation would be done by considering objective evaluation and flight instructors’ subjective expertise. A study was done with strictly given flight schedules. For the purpose of automatic maneuver detection, density-based spatial clustering of applications with noise – DBSCAN clustering algorithm was used, which could determine maneuvers and thus exclude the noise from clusters of maneuvers. The results indicate that the proposed solution was able to identify the prescribed maneuvers with high sensitivity. The solution could be extended in the future to identify all flight maneuvers considering as many parameters from flight data recorder as possible and thus carry out complete objectively based pilot performance evaluation.

This paper deals with safety performance predictions in the aviation, which address the long-term global efforts to achieve predictive risk management by the year 2028. Predictive risk management regards timely and accurate detection of risk, well before some incident or accident takes place so that effective control actions can be provided. To assure achieving such diagnosis, it is necessary that mathematically well-founded predictions will become part of existing safety management systems with the capability to predict key performance indicators. From current safety metrics and with respect to the data available in the aviation, overall safety performance was selected as suitable candidate for predictions. To obtain the performance signal, Aerospace Performance Factor methodology was utilized. Due to confidentiality restrictions with regard to aviation safety data, this study relies on public data sets from the domain of European Air Traffic Management. Dedicated resampling method was used to fill in the gaps of real data sets by transforming expert knowledge into mathematical functions. This enabled the possibility to build and test mathematical models for predicting safety performance. Because the identified data sources included some data, which are not necessary for computing safety performance but relevant in its context, conditional forecasts were made possible. With respect to this, the goal of this paper was to research and evaluate possibilities for both conditional and unconditional forecasts in the context of future risk management. Time-series analysis of the computed safety performance was conducted using ordinary least squares and maximum likelihood estimation. Each of the methodology led to different mathematical model and different predictions. Specific aspects of each methodology were identified.

Anotace:
The article is concerned with aircraft derived data and its applicability for condensation trails research. ADS-B messages, selected BDS registers and meteorological BDS registers are received on 1090MHz frequency and filtrated from the received data. Information received from on-board systems of the aircraft are selected only from a delineated monitored area, where contrails are observed. A methodical process is created for the purpose of assigning the corresponding aircraft and received data to the created condensation trails. The process is lately verified based on watching video records and pairing with the appropriate data obtained from the Department of Air Transport at CTU in Prague, Faculty of Transportation Sciences data warehouse. Condensation trails are classified into given categories and decoded information was assigned to them. Suggestions for possible improvement of the particular steps of the process are created based on previous verification.

EUROCONTROL member states approach to address the implementation of instrument procedures at uncontrolled aerodromes using GNSS is not uniform. Two basic concepts can be identified, namely the implementation of IFR procedures on instrument runways and the implementation of so-called Cloud Break Procedures. For these concepts, their pros and cons are determined. Thereafter, an analysis of the attitude of EUROCONTROL member states to implement these approaches is performed. It can be deducted from the results that, despite the unity of Europe, each state is autonomous and solves the operation in its own way. This situation is a major obstacle to the development of aviation in Europe, as there is no single path to be followed.

Aviation safety data are limited in availability due to their confidential nature. Some aggregated overviews already exist but in order to effectively use the data, it is important to fill the gaps of their existing limitations. For some data, there are not enough data points in order to process them through advanced analysis. For other, only expert assumptions can be obtained. In both cases, these shortcomings can be addressed via proper data resampling or simulation where little effort can make the data suitable for various research and development initiatives. Examples of real aviation safety data made public are demonstrated together with key principles of how to perform their resampling. Then, for cases where only expert assumptions are available, general solution to the transformation of the assumptions into simulated data is introduced. The goal is to demonstrate how to transform accessible data or knowledge about aviation safety into data samples with sufficient granularity. The results provide general solution suitable not only for aviation safety data and knowledge, but also for similar transportation or high-risk industries related data issues, indicating that both the data resampling and simulation provide an option for generating datasets, which can be used for statistical inferential methods, linear regression modelling, recurrent analysis etc. Example of data resampling application is included in Aerospace Performance Factor calculation for years 2008 up to 2015.

Investment into safety is often seen as cost with little benefit; an obligation to meet standards rather than effort to truly improve on safety. Aviation industry of today already achieved excellent safety record and so it is hard to justify such investment in apparently resilient system. This study works with the assumption that safety and overall efficiency of operations are dependent. It analyzes data from safety occurrences in the aviation industry and provides mapping to relevant costs, both considering the remedy and possible prevention. It further provides base methodology for evaluation of current safety investments in the industry. In conclusion, the significant difference between costs related to remedy and prevention is used to justify trial of new technologies and measures to further improve on safety.

Anotace:
This article presents and describes a new model, which evaluates various inputs with regard to an individual’s needs. Motivation for the new model was the need for creating a simple solution usable for every company. The article describes structures of currently used fatigue risk management models, their applicability, parameters comparison and evaluating criteria for procurement of commercially available models with its integration into the current fatigue risk management. The new model is based on this current knowledge and takes into account existing options for companies and therefore it offers applicable solutions in all aspects, including compliance with aviation legislation. This makes it usable for any aviation company.

This article dissertates about problems which shall be taken into account during the placement of the GNSS jamming detector. Our article is part of the work on the project to develop detector of GNSS jamming usable for securing of an aerodrome area. The main ability of the detector is to identify and found source or either jamming or spoofing of GNSS signal. The planned usage is mainly on airports which use GNSS either for ground operations or PBN approaches. The need to protect the large area with one detector represents the problem in terms of detector positioning. To ensure the best possible probability to capture the jamming signal is the position of the detector essential. Several aspects which may strongly influence the ideal position of the detector were identified and best practice is discussed.

Anotace:
The article deals with the project of the public heliport in Prague. This heliport is designed to provide the best air connection to the city centre. Firstly, the paper considers all the requirements established in the Czech aviation regulation L14H for helicopters. Then suitable locations for a 24-hour operated heliport were found and critical helicopters were analysed. In addition to construction of the heliport and its traffic situation, the article focuses on operation and usage of the heliport as well.

The article deals with the issue of risk management and opportunities in the context of the ISO 31000 standard. The methodology of applying the requirements of the standard in question is applied to the aircraft handling process. As a result, on the basis of the defined process, the creation of a register of stakeholders, a register of internal and external impacts, and a register of risks and opportunities. This process applied to the aircraft clearance process can be devoted to any process in accordance with the organization's requirements for applying risk management and opportunities.

This paper focuses on the distinction between safety, quality and reliability in the context of operations and production management. Integrated management systems are readily available but the drivers for their implementation are often market or profit based whilst the actual contribution of proper management with regard to each of the areas is frequently matter of confusion, especially with regard to safety. In the first part, theoretical background with the highlights of distinctions and overlapping areas between safety, quality and reliability are identified and analyzed. Subsequently, a case study from the domain of transportation demonstrates application issues as well as opportunities to benefit from synergy effects. Conclusions provide a rationale for correct distinction between respective management processes and the long-term advantage of their effective integration.

Anotace:
Global Navigation Satellite System (GNSS) has become an integral part of air navigation. Delay of the GNSS signal in ionospheric layer is one of the most serious problems in using GNSS. Not only accuracy but also the safety is very important in air navigation, and for that reason the augmentation of basic GNSS is used to meet higher requirements of aviation industry. This paper discusses Satellite-Based Augmentation System (SBAS) avionics with special emphasis on correction of signal delay in ionospheric layer as one of the most significant error fixes and compares it with other GNSS based on-board equipment - with basic GNSS (GPS) in terms of accuracy and with Ground-Based Augmentation System (GBAS) generally. This article should therefore show reader the differences between the methods of calculating ionospheric corrections by SBAS and GBAS and explain the reasons of these methods, taking into account the area of intended use of both systems.

One of the priority tasks of contemporary security systems is to eliminate risks of unlawful acts related to terrorist attacks on critical infrastructure. Airports, among other things, are part of this infrastructure. Pre-screening of passenger’s baggage chemical composition during entrance into an airport hall, with no need for slowing down of passenger flow or raising suspicion in potential perpetrator of unlawful act during the check process, could eliminate number of casualties of such attacks. Traces of ammonia present in almost every type of explosives provide one of the possibilities to separate suspicious baggage and persons from the rest of passengers. The goal of this work is thus creation of a sensory network concept capable of 2D monitoring or localization of the ammonia traces source in space. Such system could find its application also in rail or bus transportation.

Cílem tohoto dokumentu je popsat současný stav řešení a souhrn prací na vznikající metodice, která poskytne základní návod pro analýzu a vyhodnocování rizika v procesech letecké dopravy, se zaměřením se na organizace typu letiště. Nově vzniklá metoda je součástí procesu řízení rizik a její novost vychází ze začlenění aktuálních znalostí bezpečnostního inženýrství, resp. teorie bezpečnosti. Navrhovaná metodika je plně v souladu s mezinárodními standardy a doporučeními v letecké dopravě, především s dokumentem Mezinárodní organizace pro civilní letectví ICAO, Doc 9859 Safety Management Manual. Metodika vychází ze současných postupů realizace bezpečnostních studií v letectví, které jsou implementovány v leteckém průmyslu nejčastěji jako variace metodiky SAM (Safety Assessment Methodology) publikované Evropskou organizací pro bezpečnost leteckého provozu EUROCONTROL (European Organisation for the Safety of Air Navigation), a které upravuje v několika ohledech. Hlavní změnou je úprava vybraných částí postupů metodiky SAM v souladu s teorií systémového modelu bezpečnosti STAMP (Systems-Theoretic Accident Model and Processes), zejména doplnění o klíčové kroky analýzy nebezpečí STPA (System-Theoretic Process Analysis), která je založena na systémovém modelu bezpečnosti STAMP. Další změnou je doplnění kvantitativního hodnocení a úprava některých postupů studií bezpečnosti za účelem zvýšení objektivity celkové realizace studií, zejména v kontextu hodnocení úrovně rizika.

This article focuses on the economic evaluation of rebuilding airport for IFR traffic to support the development of aviation nodes, which are important economic elements in the regions in their regions and often overlooked. In total, three variants of rebuilding are analyzed. The cheapest on is here only to show the cheapest possible way of creating an IFR airport while following the regulations. In a real life situation, such option would make no sense and is not considered in the cost-benefit analysis. Therefore, cost benefit analysis is applied only for Option II and III. The results show that the mid-option is the best with return of investment period 5.04 years. It was shown, that it is economically viable to transform a VFR airport to IFR airport.

The paper focuses on the issue of unmanned aerial vehicles and their use, especially from the point of view of Czech legislation, which forms the framework of rules for maintaining an acceptable level of safety. The introductory part is devoted to unmanned systems in general, their distribution and use. The second part is devoted to the procedure for obtaining a license to operate aerial work in the Czech Republic, based on which it is legally possible to carry out this activity. The article also contains a useful part containing unmanned aerial vehicles statistics in the Czech Republic. The issue of harmonizing European regulation is also highlighted. The purpose of the paper is to define the current basis of unmanned aerial systems on which any operational research can be done.

Anotace:
This paper deals with utilization of ontologies and conceptual structural models for improving safety data management in civil aviation maintenance, repair and overhaul organizations. It provides an overview of existing safety data management and identifies its shortcomings. Current approach to safety data management is based on global standards and regional regulations, which stem from long-term experience but recent development of advanced technologies and the demand for their versatile application creates new potential for further improvements of aviation safety. One of the technologies which have strong potential for application in aviation are ontologies and conceptual models. Ontologies deal with philosophy-motivated description of reality and conceptual models are ontology and object-oriented tools for building concrete description, the so-called conceptualization. Their value is recognized especially with regard to data management, such as data collection and processing. This is of extreme importance in modern knowledge management systems, such as safety management system, to optimize control mechanisms or to support research and development activities, which are highly sensitive to data quality, such as Safety-II concept. This paper explores the capabilities of the models with regard to current state-of-the-art in aviation maintenance and identifies strong points for domain application. Subsequently, framework for the technology deployment to the industry is outlined. Due to the non-existence of safety management requirements for aviation maintenance organizations and with regard to the current development of aviation safety in other aviation organization types, there exists strong willingness for such framework application and, according to the analysis performed, it represents one of the desired solutions for aviation industry.

Undoubtedly air transport in today’s world wouldn’t be able to exist without any air traffic control service. As the air transport has been coming through major changes and it has been expanding, it is assumed that its volume will be doubled in the next 15 years. Air traffic control uses strictly organised procedures to ensure safe course of air operations. With the skies covered with more airplanes every year, new tools must be introduced to allow the controllers to manage this rising amount of flying aircraft and to keep the air transport safe. This paper provides a comprehensive and organized material, which describes the newest tools and systems used by air traffic control officers. It proposes improvements for further research and development of ATC tools.

V rámci řešeného projektu Výzkum kvantitativních metod pro analýzu a vyhodnocování rizik studií bezpečnosti byla v kalendářním roce 2017 provedena analýza aktuálních poznatků bezpečnostního inženýrství založeném na systémové teorii. Řešitelský tým se nejvíce zaměřil na analýzu techniky STPA (System-Theoretic Process Analysis), která je založena na modelu STAMP (Systems-Theoretic Accident Model and Processes). Cílem provedené analýzy bylo nalézt teoretické základy pro systémový přístup k tvorbě studií bezpečnosti v doméně civilního letectví a to v souladu se světovým standardy a doporučeními Mezinárodní organizace pro civilní letectví ICAO (International Civil Aviation Organization). Dále se řešitelský tým zaměřil na identifikaci kvalitativních postupů při tvorbě současných studií bezpečnosti, s možností zavedení kvantifikace. Obsahem zprávy je podrobný popis výsledků analýzy.

Anotace:
The article focuses on the possibility of automation of taxiing, which is the part of a flight, which, under adverse weather conditions, greatly reduces the operational usability of an airport, and is the only part of a flight that has not been affected by automation, yet. Taxiing is currently handled manually by the pilot, who controls the airplane based on information from visual perception. The article primarily deals with possible ways of obtaining navigational information, and its automatic transfer to the controls. Analyzed wand assessed were currently available technologies such as computer vision, Light Detection and Ranging and Global Navigation Satellite System, which are useful for navigation and their general implementation into an airplane was designed. Obstacles to the implementation were identified, too. The result is a proposed combination of systems along with their installation into airplane’s systems so that it is possible to use the automated taxiing.

At present, several studies exist describing the relevance of human factor in air transport with main focus on pilots and flight safety. Within such studies, monitoring of physiological functions is used. There are lot of physiological parameters and methods of their assessment; however, they are mostly based on principles originating from clinical practice. Yet, sensitivity and specificity of these methods with regard to assessment of aviation professionals - pilots is unknown. Therefore, this paper is oriented towards description of the most common methods for physiological parameters assessment. The paper also describes evaluation methods, which are on experimental level in terms of physiological data evaluation, namely recurrent quantification analysis. Within the research carried out, sample group of pilots was subjected to measurement for evaluation of their psychophysiological condition and performance. Selected evaluation methods were applied on the collected data and importance of those parameters and methods, which provided best classification for level of psychophysiological stress, was evaluated by means of statistical analyses. The results indicate that the most important physiological parameter for psychophysiological condition assessment of pilots is heart electrical activity where the possibility to perform signal processing whilst preserving its importance is provided by linear methods in the time and frequency domain, or alternatively by non-linear methods utilizing recurrent quantification analysis.

Anotace:
This article proposes a Cloud-Break Procedure design for the near-sea, coastal and islands VFR aerodromes to improve their accessibility for combined VFR/IFR flights. Current drawbacks of performing combined flights from VFR aerodromes are highlighted firstly. The analysis that follows deals with possible options that would lead to improvement of current situation and suggests a Cloud-Break Procedure (CBP) implementation as the most suitable option. The main subject of this paper is a proposal of a CBP concept including a design of the procedure and specification of key legislative conditions that need to be met for CBP implementation in actual operations.

The objective of this paper is to analyze current state of helicopter emergency medical service, to name its issues and to propose the solutions. The paper firstly describes the current research work in the form of two major projects related to helicopter emergency medical service and then focusing on the current directions of development. Final part of the paper proposes some solutions for helicopter emergency medical service issues, emphasizing those regarding Point in Space procedures and low-level routes.

Anotace:
The Laboratory of Aviation Safety and Security at CTU in Prague has recently started a project aimed at runway protection zones. The probability of exceeding by a certain distance from the runway in common incident/accident scenarios (take-off/landing overrun/veer-off, landing undershoot) is being identified relative to the runway for any airport. As a result, the size and position of safety areas around runways are defined for the chosen probability. The basis for probability calculation is a probabilistic model using statistics from more than 1400 real-world cases where jet airplanes have been involved over the last few decades. Other scientific studies have contributed to understanding the issue and supported the model’s application to different conditions.

Air transportation has a non-negligible effect on the Earth’s atmosphere. Contrails are one of the factors causing changes in the atmosphere. Their global influence on the climate is not yet well understood, but there is a presumption that the dominating effect should be the greenhouse or the warming effect. Their formation depends on suitable atmospheric conditions and phenomena that create these conditions. Because their influence on the radiation balance is presumed to be positive, it is important to focus on the reduction of the formation of persistent contrails and to mitigate their effects. Methods and technologies that are needed to accomplish desired objective, however, require an increase in the economic, operational and technological capacities in the air transportation. We described global and operational changes to the operating methods such as shifting of cruise altitudes and spatial and temporal regulation of flights. From the technological viewpoint, we mentioned engine efficiency, alternative fuels and physical changes to airframes and their effect on the contrails formation. In this research, we identified the elements that contribute to the increase of the radiation forcing and the formation of contrails and contrail-cirrus and the relations between them. The conclusion outlines gaps, filling of which would improve the understanding of the formation of contrails.

Anotace:
The aim of this paper is to get acquainted with the ways how to improve the safety management system during cargo aircraft handling. The first chapter is dedicated to general information about air cargo transportation. This includes the history or types of cargo aircraft handling, but also the means of handling. The second part is focused on detailed description of cargo aircraft handling, including a description of activities that are performed before and after handling. The following part of this paper covers a theoretical interpretation of safety, safety indicators and legislative provisions related to the safety of cargo aircraft handling. The fourth part of this paper analyzes the fault trees of events which might occur during handling. The factors found by this analysis are compared with safety reports of FedEx. Based on the comparison, there is a proposal on how to improve the safety management in this transportation company.

This article deals with the unification of the required documentation of airport operator, which relates to processes and activities taking place at the airport in response to realization of extraordinary or unusual event. The purpose is to introduce into these documents, which often overlap, system to improve the quality of airport operations. This applies to airport guide, airport security program, airport emergency plan, airport contingency plan, the safety management manual and quality manual. Each of these documents is concerned with certain parts of the response to above described situation. It is important, however, to have affected all phases of the comprehensive emergency management cycle, so that the transitions between phases or procedures for a range of documents were flawless. In this article, therefore, the airport operator documentation is thoroughly analyzed; each phase of the comprehensive emergency management is assigned to the appropriate document which should ensure the closure of the cycle. When analyzing the interface of the cycle phases, the emphasis is on the coherence of the transition from one phase to another. Since the documents are usually not synchronous with the phases, it is necessary to ensure not only the interface between the phases of the cycle, but also between documents and between documents and phases. This whole issue is very complex one because it depends also on aviation regulations.

The objective of this article is to introduce the concept of Fatigue Risk Management supported by ICAO and EASA and an analysis of current issues in this area. The FRM System has become a closely watched management system mainly due to a fact that lack of knowledge about fatigue and related dangers has led to several aviation accidents and incidents. The article addresses main definitions related to issues of fatigue with regard to air transport, describes the main elements of FRM and describes approaches to risk management in aviation. Later it is dealt with the matters of non-introduction of the FRM into the operation, on which basis it might be possible to implement the basis of FRMS into the operational processes of airlines.

The aim of this article is to evaluate options that would provide helicopter emergency medical service ability to cover the twenty-four-hour service, which would allow HEMS helicopter intervention even in adverse weather conditions. It provides description of three basic principles of technical equipment, which would allow selecting a suitable landing site in adverse weather conditions or helping during the flight. An idea of creating automatic approach procedures for HEMS flights at the accident site is also demonstrated.

Monografie Moderní přístup k hodnocení provozní bezpečnosti v letectví přináší shrnutí aktuálních poznatků v oblasti řízení a hodnocení provozní bezpečnosti v letectví. Zabývá se problematikou neustálého zvyšování úrovně bezpečnosti a s tím souvisejícími překážkami týkajícími se dostupných dat a ukazatelů bezpečnosti. Monografie je členěna na ucelené celky týkající se vždy jedné části provozní bezpečnosti letectví. První kapitola shrnuje všechny nezbytné informace o bezpečnosti, jejím začlenění, související legislativu a základní nástroje, které se při uvažování o bezpečnosti využívají. Kapitola druhá se zabývá nutností vyhodnocování bezpečnosti. Jsou zde popsány vybrané metody pro hodnocení a řízení bezpečnosti a možné zdroje dat, které je možné vyhodnocovat. Ve třetí kapitole je obsažena aktuální problematika moderního přístupu k řízení bezpečnosti z pohledu státního dozoru letectví a ukázáno čím by se měl státní dozor zabývat a jaké systémy řízení bezpečnosti implementovat. Kapitola čtvrtá je ukázkou možné metody hodnocení bezpečnosti, obsahuje kompletní metodu se všemi problematickými místy tak, aby z této části byla vidět důležitost a složitost hodnocení bezpečnosti. A nakonec kapitola číslo pět je zaměřena na výhled do blízké budoucnosti se čtyřmi oblastmi ke zkoumání.

This article focuses on optimization of the variable cost of the Hawker 900XP business jet aircraft in commercial operation. The article briefly describes the cost structure of a typical airline and further describes the variable costs and possible ways to reduce them by both the crew and dispatcher’s procedures. The purpose is to show that cost optimisation has its clear spot even in the field of business aviation and potential saving are not marginal at all. And that the time spent by inventing new procedures pays clearly off in a short period of time.

Anotace:
This paper introduces process modelling with regard to its potential to establish semi-automation of decision-making within safety management. High-risk industries are facing intangible nature of their safety-related issues, commonly involving human and system component interactions. To date, they typically utilize mental models to understand the processes, which they aim to control. This paper deals with the transition from mental models to the hybrid form of mixed mental and automated parts where the latter stem from partial formalisation of the existing process models. Issues with variables and their quantification are described and addressed accordingly within proposed solutions. These solutions are capable of formalising mental models and providing basis for automated elements that can reduce the burden of human controller. Interpretation and aggregation issues are outlined and links to both the control algorithms and sensors used by safety management are introduced. Aviation industry application is used to demonstrate the solutions.

The objective of this paper is to assess safety of instrument approaches. In the process of dealing with this issue, aviation accidents and incidents serve as a fundamental source of information and this information is minutely analyzed in the work. The outcome of the analysis, supported by reports of experienced pilots, provides us with an illustrative overview of the risks and hazards associated with instrument approaches. Based on the discovered data, appropriate solutions which lead to minimizing the threats and contributing to enhance safety are established.

This paper focuses on the issues of security checks of airline passengers, its differences in EU and USA and the need to better prescreening system. Current requirements to constantly improve aviation security are the pillars for changing and improving the security processes at airports. The theoretical part of the article introduces the reader to the basic terms, current prescreening programs and the principle of the use of sensor networks. The prescreening programs have big differences, which needs to be overcome. The main objective of this paper is to create a modern security sensor network usable at airports in European Union. The proposed sensor network is built and designed from the latest contemporary equipment and technology and two lane screening is proposed for speeding-up the security check process. When the network will be implemented into actual operation, improved process of security checks should be expected. This sensor network is also evaluated from the financial side.

This article focuses on the issue of airport emergency plans, which are documents describing reactions to events with impact on aviation safety or aviation security. The article specifically focuses on the use and creation of emergency plans, where could be found a number of disagreements between different stakeholders, for which the airport emergency plan applies. Those are the friction surfaces of interfaces, which is necessary to identify and ensure them smooth process to avoid dangerous situations or delay.

Anotace:
The CaBilAvi project started in January 2015 and over a 33-month period will work towards the preparation of updated curricula to include GNSS training for IFR and VFR pilots. The first step is to accurately define the optimal information required to train the pilots for the safe and efficient use of GNSS in flight and for LPV approaches without significantly increasing the cost of the training. A dedicated workshop following an innovative methodology was conducted in Czech Republic in March including brainstorm sessions with the participation of all types of aviation stakeholders. After that the 83 defined statements were organized in a report that was disseminated to the several other countries including Bulgaria for expert opinions and review. The collected feedback was then summarized and assessed to serve as a basis for the future work of the project. It was noted that there is a contradiction between Western and Eastern Europe on the reduction of VOR and NBD teaching and its replacement with GNSS training due to the lack of published LPV procedures.

The article focuses on possibilities of introducing IFR traffic touncontrolled aerodromes. The problematic of uncontrolledaerodromes in Czech Republic is mentioned together with pilotproject of LNAV at Hradec Kralove aerodrome. This article deals with the unification of the required documentation of airport operator, which relates to processes and activities taking place at the airport in response to realization of extraordinary or unusual event. The purpose is to introduce into these documents, which often overlap, system to improve the quality of airport operations. This applies to airport guide, airport security program, airport emergency plan, airport contingency plan, the safety management manual and quality manual. Each of these documents is concerned with certain parts of the response to above described situation. It is important, however, to have affected all phases of the comprehensive emergency management cycle, so that the transitions between phases or procedures for a range of documents were flawless. In this article, therefore, the airport operator documentation is thoroughly analyzed; each phase of the comprehensive emergency management is assigned to the appropriate document which should ensure the closure of the cycle. When analyzing the interface of the cycle phases, the emphasis is on the coherence of the transition from one phase to another. Since the documents are usually not synchronous with the phases, it is necessary to ensure not only the interface between the phases of the cycle, but also between documents and between documents and phases. This whole issue is very complex one because it depends also on aviation regulations.

This article deals with the EGNSS, which means European part of Global Navigation Satellite System - European Geostationary Navigation Overlay Service and Galileo service. Firstly, it focuses on the merit of these services and the reason of implementation. It defines both systems as for its principals and application in the aviation. Furthermore, it copes with the value and benefits of the EGNSS as far as the finances, ecology and other aspects are concerned.

Anotace:
Czech Republic has a well-developed air transport despite its small size. Ninety-two airports evenly covers the whole country, but in this layout can be found several deficiencies regarding the use of airports for VFR and IFR operations. The ratio between airports with IFR operations against the aerodromes with VFR traffic is eight to eighty-four, which can be considered for further development of air transport and its streamlining as one of the main obstacles. At present, there are several ongoing initiatives and pilot project implementation of IFR operations at non-instrument airports. This pilot project could in the future open the door to other airports which want introduce IFR traffic, but from the perspective of the entire country there should be caution. Distribution of airports over the Czech Republic in this case is the critical element, and it is necessary to approach it nation widely. It is also necessary to maintain a competitive market environment, but there should be selected some airports classified as a backup to Václav Havel Airport Prague to loss critical infrastructure status.

Anotace:
This article is focused on the helicopter approach to landing on offshore objects. It describes helicopter approaches and specially designed approaches for the sea. The evaluation of safety in aviation is shown with applications to SOAP approach as well. The helicopter approach to the landing can be considered as part of aviation, which has long been neglected because helicopters are represented only by a minuscule percentage in the overall volume of civil aviation. Because of this, the approach procedures were not designed especially for helicopters, but this type of aircraft with a vertical take-off and landing has irreplaceable role in certain operating situations.

In modern aviation, there is a need for systems that would enhance pilots’ situational awareness and eventually enable more precise approaches without any ground equipment, such as Instrument Landing System. The Synthetic Vision System and Enhanced Vision System already offer increased situational awareness through the use of mediated reality. Now the focus is on improving these systems in a way, which would make them approved navigational systems for safely guiding an aircraft mainly through approach and taxi phase in bad weather conditions and/or at night.

This article focuses on the use of thermal imaging in aviation. In the never ending pursuit of lower costs, the Thermal Imaging offers shorter inspection times thanks to its application in aircraft inspections and can reduce the number of costly go-arounds using the Enhanced Vision System, which also increases safety in one of the most dangerous parts of flight. Thermal Imaging also offers solutions for Airport Perimeter Security and it can be used for construction of ground surveillance system.

Tracking Unmanned Aerial Vehicle CTU FTS is a project whichresult is to build, to test and to use a UAV (unmanned aerialvehicle). The project can be divided into several parts. The task ofthe first part of the project, about which the article is, was to chooseobservation and transmission equipment such as cameras, thermalimaging camera, devices for wireless transmission of video signaland others. Choosing of equipment was carried out by multi-criteriadecision with using decision tables. Design of attachment deal onlywith the attachment of a video camera on a rotatable holder so thatthe Head Tracking can be used. The goals of the academic works thatdealt with observation and transmission equipment are selectionand purchase of suitable equipment and design of rotatable holderfor the main camera. There are several possible ways of the UAVusage mentioned at the end of the article.

This article is about analysis of possible use of VFR aerodromes with RNP approach as backup for big airports in times, when they are inoperable. As part of new European legislative for aviation stakeholders involved in commercial aviation there is a requirement for Emergency Response Plan. This shall comply with ORO.GEN.200 and AMC1 ORO.GEN.200(a)(1);(2);(3)(5) point (f) (cf. Section 8.7 of the Second ed. of Safety Management Manual) and shall ensure that organization is prepared to respond to crisis without reducing operations’ level of safety and optimal use of resources. The task is to customize the scope of Emergency Response Plan in accordance to the nature and extend of operations of the organization. In this text we discuss customization for approved training organizations, small commercial aviation and maintenance providers.

GNSS is important part of today's modern society. This paper is focused on safety management and evaluation of its performance in organizations throughout utilization of key performance indicators regarding their operational efficiency. The efficiency is evaluated based on accepted safety measures and their application. The evaluation is ultimately possible due to improved occurrence reporting established via improved perception of safety by operation personnel; i.e. better perception of Safety culture. This paper describes safety management system principles applied within aviation organizations, moreover being required by European legislation. Key elements of safety management systems will be described and subsequently used for possible key performance indicators application for evaluation of their operational efficiency measurement. Even though this paper is based on application in aviation, it is not limited to it.

Výzkumná zpráva za rok 2014 obsahuje shrnutí práce na prvních 4 pracovních balíčcích projektu. Ke každému z balíčků je popsán průběh řešení a výstupy. Na základě sběru relevantních informací byly definovány první sety indikátorů pro několik leteckých organizací které jsou ve shodě s ohlašovacím systémem ECCAIRS a jsou založeny na taxonomii ADREP ICAO.

Passengers’ requirements within the air transport continue to evolve and airports must therefore flexibly respond, because the current requirements significantly differ from the previous ones. The current concept of security checks has its roots in the 70s of the 20th century and took continuous changes with the arrival of new technologies and social security requirements. In addition, conditions in a number of areas changed for virtually all European airports over the last few years. Many of them have lost the advantage of monopoly and had to enter competitive environment of surrounding countries. Extinction of flag carriers as state-sponsored companies has only strengthened competition for customers. With the onset of the economic crisis in 2008, the seriousness of the service quality and price (costs) issue have increased. This article is focused on addressing current issues in the process of passenger and their cabin baggage security screening.

This paper deals with emergency planning in aviation from airport point of view. It contains an analysis of the current state of emergency plans at aerodromes in the Czech Republic and highlights the differences and errors due to emergency plans formed according to modern requirements and the flawless functionality in its use. The article describes the process that should be performed for creation and maintenance of the airport emergency plan.

Anotace:
This article follows on the Part I, where the basic processes on uncontrolled aerodromes were introduced. The uncontrolled aerodromes face with the growing traffic and from that result the higher workload on AFIS officer. This means a higher potential for dangerous situations. The article describes some models of sub-processes and creates several safety indicators related to the operation at uncontrolled aerodromes. Thanks to monitoring and evaluation of safety indicators can be adopted targeted safety measures and thus increase safety on small uncontrolled aerodromes.

The objective of this methodology is to determine the general procedure for the evaluation of safety indicators for operation at uncontrolled aerodromes. The basis of this assessment is to determine the processes that take place at the aerodrome and finding critical points in these processes. They are determined on the basis of observations at aerodromes and are based on current legislation. The result of applying this methodology to aerodrome operations is the identification of several indicators, which monitoring and the adoption of safety measures can enhance safety at these uncontrolled aerodromes in the Czech Republic.

Tento článek se zabývá předcházením situacím pomocí využití vyhodnocování bezpečnostních indikátorů. Využití bezpečnostních indikátorů v letectví se v poslední době přikládá vysoká priorita, jelikož je to aktuálně nejlepší možná metoda, která dokáže v reálném čase hodnotit bezpečnost a tedy i ukazovat slabá místa procesů. Nalezením těchto míst je možné zamezit realizaci krizové situace a to jak z pohledu safety, tak i security. V článku jsou uvedeny příklady odbavení zavazadla a přiblížení na přistání, kdy pochybení může skončit katastrofou.

Anotace:
This article focuses on improving safety of the most dangerous part of flight – approach and landing – and on the resulting reduction in the number of emergency situations. The safety assessment and management mean that the knowledge from different approach procedures and their descriptions is used for the finding of critical points. With this model it is possible to evaluate the safety and manage it to a sufficient level by changing the input parameters. Safety management is needed thanks to unknown safety level in legislation. Ideally, the level of safety will be the same for every part of aviation (and the level of safety will be 100%), but it is not due to external influences.

Anotace:
This article introduces the project of transformation regional VFR aerodromes into airports with IFR operations in the Czech Republic in hand-to-hand with implementation of GNSS based approach procedures. The key parameter is to minimize managerial, operational and cost aspects of the transformation process. The project is realized by a consortium consisting of the ANSP of the Czech Republic, the GNSS Centre of Excellence, Department of Air Transport of the CTU in Prague and in close cooperation with the Czech CAA. The article describes whole transformation process together with the stakeholders’ responsibilities and roles in each particular step. Arguments for implementing approaches based on GNSS are discussed further on. Last, but not least obstacles together with challenges to broader development of small aviation are introduced.

This article focuses on increasing security at aerodromes in two ways. The first one comprises processes of data gathering, analysis and optimization of emergency plans from the perspective of gradual changes in aviation. The aim of this section is to describe systems engineering approach used to deal with setting up this significant function of airport. The second way how to increase aerodrome security is to employ sensor networks as a measure to secure various types of actions, including natural, unlawful and operational processes. This attitude will allow completely new kind of supervision.

This article focuses on research to extend usage of EGNOS and Galileo. This type of navigation is crucial for expansion of flight procedures without the need for terrestrial radio navigation equipment for general aviation. This transition or change of focus on GA is also described in the article with the main point – safety analysis. The level of risk will be assessed based on data from existing approach systems and it will create comparison with proposed changes in the system.

Anotace:
This article introduces some contemporary research activities in the area of air transport performed by a MAD Group team at a Department of Air Transport, CTU in Prague. Main domains such as Aviation Safety, Aviation Security, CNS/ATM and GNSS are considered here. All four domains create a synergic whole with a main goal to improve air transport, especially in the area of General Aviation. Research in the GNSS domain is oriented towards implementation of the GNSS approach procedures using EGNOS and future Galileo signal, especially in applications with highest added-value i.e. airports without extensive navaid equipments. New operation procedures require better ATS services in order to maintain equal or better safety level. Better ATS could be achieved either by implementing new CNS systems or new operation procedures. Research of the new CNS systems is performed within the CNS/ATM domain. Safety domain examines new procedures by safety analysis and implementing new performance indicators into safety assessment process. Last but not least security aspects of the GNSS signal has to be taken into consideration. This is absolutely necessary when GNSS signal is being used as a primary navigation means. Research activities eliminating impact of jamming and spoofing are performed within the security domain.

This article deals with the attempt to determine the level of safety set out in regulations to allow the transition from formal compliance based oversight to oversight only the performance-oriented nature of legislation. The basis is the essence of aviation regulations that ensure the order and safety of air transport.
